Coalition for Humane Immigrant Rights Grant Report
Recommendation
Receive and file the Coalition for Humane Immigrant Rights Grant Report on the use of City funds to support Vernon residents and workers with legal services, education, and relief programs to mitigate the impacts of federal immigration enforcement activities in and around the City.

Background
In response to increased federal immigration enforcement actions within Vernon and in the broader region, on July 1, 2025, City Council approved and authorized a donation in the amount of $25,000 to the Coalition for Human Immigrant Rights (CHIRLA), a nonprofit organization that advocates for immigrants’ rights and has the ability to provide comprehensive assistance to Vernon residents and workers. With the donation to CHIRLA, the City affirmed its commitment to the safety, dignity, and well-being of all individuals – regardless of immigration status, offering support for the unique needs of immigrant families during these challenging times.

As part of the Memorandum of Understanding (MOU) between CHIRLA and the City of Vernon, the Organization agreed to provide interim and final reports on the use of City funds. Additionally, CHIRLA provided a cost breakdown of the City’s $25,000 donation. CHIRLA performed work specifically for Vernon from July 1, 2025 through December 31, 2025 and documented the outreach conducted, materials distributed, virtual training sessions completed, and the number of businesses, workers, and residents contacted during the term of the MOU.

Overall, CHIRLA received positive engagement from the Vernon community and was able to reach multiple employers, individuals, and families to offer relevant legal support and guidance.

For reference, CHIRLA’s Interim Report (Attachment 1), Final Report (Attachment 2), and Cost Statement (Attachment 3) have been provided as accompaniments to this staff report.
