City Council Agenda Report
Meeting Date: March 17, 2026
From: Daniel S. Wall, P.E., Director of Public Works-City Engineer Department: Public Works
Submitted by: Rosemary Lozada, Management Analyst
Subject
Adoption of the 2025 California Building Standards Code by Reference Recommendation
A. Conduct a Public Hearing;
B. Find that the proposed action is exempt from California Environmental Quality Act (CEQA) review, because it is general policy and procedure-making activity that is unrelated to any specific project, which must undergo separate CEQA review, and that will not result in direct physical changes or reasonably foreseeable indirect physical changes in the environment, and therefore does not constitute a “project” as defined by CEQA Guidelines Section 15378; and C. Adopt Ordinance No. 1310 adopting the 2025 California Building Standards Code by reference.

Background
During the regular City Council Meeting on March 3, 2026, the City Council introduced and conducted the first reading of Ordinance No. 1310 adopting the 2025 California Building Standards Code. This ordinance adopts the 2025 California Building Standards Code by reference. Every three years, the California Department of General Services' Building Code Standards Commission reviews, revises and adopts building and construction codes. These building codes are comprehensive standards used by the design and construction community and relied upon by the insurance industry to minimize the loss of life and property.

Pursuant to California Government Code Sections 50022.2, 50022.3 and 6066, the public hearing notice was published on February 26 and March 5, 2026. The public hearing will be held on March 17, 2026, prior to the adoption of Ordinance No. 1310.
