Purchase Order with A-Best Industrial, Inc.
Recommendation
A. Find that the proposed action is categorically exempt from California Environmental Quality Act (CEQA) review, in accordance with CEQA Guidelines Section 15301, because the project consists of the maintenance, repair or minor alteration of existing facilities and equipment and involves negligible or no expansion of an existing use; and B. Approve and authorize the issuance of a Purchase Order with A-Best Industrial, Inc. for the purchase of gas regulators, for a total amount not-to-exceed $75,193.22.
Background
The Gas Division of Vernon Public Utilities (VPU) is responsible for the installation, operation, and maintenance of gas regulators throughout the City’s natural gas distribution system. Gas regulators manage the flow of gas from a high-pressure source to lower-pressure applications, ensuring safe and reliable delivery to customers. Maintaining an adequate inventory of gas regulators is essential for ongoing maintenance, emergency repair, regulatory compliance, and safe operations. A-Best Industrial, Inc. (A-Best) specializes in providing gas regulators for natural gas systems and can supply smaller quantities to VPU.
The proposed Purchase Order is exempt from competitive bidding and competitive selection pursuant to Sections 3.32.110 (A)(2) and 3.32.110 (B)(1) of the Vernon Municipal Code (VMC).
This exemption is due to A-Best being the only vendor capable of supplying the replacement gas regulators needed by the Gas Division. A-Best is the sole authorized distributor in the western region for the specific gas regulators and specialized instruments required by the Gas Division. Therefore, staff recommends approval of a Purchase Order with A-Best in the amount of $75,193.22 to purchase the gas regulators.
City Council approval for this purchase is required pursuant to VMC Section 3.32.030(B), as the City has paid or awarded the vendor over $100,000 in the last 12 months. The City has paid approximately $63,138.75 to A-Best through Purchase Orders during this period. With the current request for $75,193.22, the total amount paid or awarded to A-Best will reach $138,331.97.
A-Best has agreed to the City’s Purchase Order Terms and Conditions.
Fiscal Impact
The fiscal impact is not to exceed $75,193.22. Sufficient funds are available in the Gas Fund, Capital Outlay, Account No. 056-060-600-660000, for the current fiscal year.

Citywide Fringe Benefits Policy (Revisions to Holiday Section) Recommendation
Adopt Resolution No. 2026-014 adopting the Citywide Fringe Benefits Policy and repealing Resolution No. 2026-005.
Background
The Citywide Fringe Benefits Policy (Policy) contains provision that apply to all employees and officers of the City of Vernon and specifically outlines benefits and terms of employment for employees in classifications designated as Executive, Management, Mid-Management, Confidential, Unclassified, Temporary, and Elected Officials (non-represented employees). For represented classifications, exceptions, additions, and/or limitations to the Policy are found in their respective Memoranda of Understanding.
Given the nature of the recent developments regarding Cesar Chavez, staff recommends renaming Cesar Chavez Day to Farmworkers Day. The new name aims to honor the contributions of the agricultural labor community and shifts the focus from a single figure to the broader farmworker movement.
The proposed Fringe Benefits Policy and corresponding resolution have been approved as to form by the City Attorney.
Fiscal Impact
There is no fiscal impact associated with this report.

Side Letters of Agreement with Various Bargaining Groups Regarding a Holiday Name Change Recommendation
A. Adopt Resolution No. 2026-015 approving Side Letter of Agreement No. 2 by and between the City of Vernon and the International Brotherhood of Electrical Workers, Local 47 (IBEW) regarding a holiday name change;
B. Adopt Resolution No. 2026-016 approving Side Letter of Agreement No. 2 by and between the City of Vernon and the Teamsters Local Union 986 (Teamsters) regarding a holiday name change;
C. Adopt Resolution No. 2026-0017 approving Side Letter of Agreement No. 3 by and between the City of Vernon and the Vernon Police Management Association (VPMA) regarding a holiday name change; and
D. Adopt Resolution No. 2026-0018 approving Side Letter of Agreement No. 3 by and between the City of Vernon and the Vernon Police Officers’ Benefit Association (VPOBA) regarding a holiday name change.
Background
The City recognizes four employee bargaining groups including the International Brotherhood of Electrical Workers, Local 47 (IBEW), Teamsters Local Union 986 (Teamsters), Vernon Police Management Association (VPMA), and the Vernon Police Officers’ Benefit Association (VPOBA). On September 2, 2025, the City Council approved Memoranda of Understanding (MOU) with each of the four respective bargaining groups for the term period of July 1, 2025 through June 30, 2028.
Given the nature of the recent developments regarding Cesar Chavez, staff recommends renaming Cesar Chavez Day to Farmworkers Day. The new name aims to honor the contributions of the agricultural labor community and shifts the focus from a single figure to the broader farmworker movement. All the bargaining units agree with the proposed holiday name change.
For IBEW, in addition to the holiday name change, the Side Letter of Agreement reflects an administrative update to the classification titles for the Mechanic job series at the power plant.
Said classification titles now include "Power Plant" in front of the job titles to align with the changes made as part of the classification and compensation study.
The proposed resolutions and respective side letters have been approved as to form by the City Attorney.
Fiscal Impact
There is no fiscal impact associated with this report.
