A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
APPROVING AND AUTHORIZING THE EXECUTION OF SIDE LETTER
OF AGREEMENT NO. 2 BY AND BETWEEN THE CITY OF VERNON AND
THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS
LOCAL 47
SECTION 1. Recitals.
A. The International Brotherhood of Electrical Workers Local 47 (IBEW) has been recognized as an employee organization pursuant to Resolution No. 4027.
B. On September 2, 2025, the City Council of the City of Vernon adopted Resolution No. 2025-023 approving a Memorandum of Understanding setting forth certain terms and conditions for employment of the City of Vernon employees in classifications represented by the IBEW, for the period of July 1, 2025 through June 30, 2028.
C. On December 16, 2025, the City Council of the City of Vernon adopted Resolution No. 2025-037 approving and authorizing the execution of a Side Letter of Agreement (IBEW Side Letter No. 1) between the City of Vernon and IBEW, updating provisions regarding excess leave accrual pay-out procedures.
D. Representative members of IBEW and the City have agreed to execute a second Side Letter of Agreement, effective March 31, 2026, to reflect a holiday name change from Cesar Chavez Day to Farmworkers Day; and to update classification titles referenced in this MOU section to match with the information on the current Classification and Compensation Plan.
E. All other terms of the existing IBEW MOU would remain in effect.
F. The City Council desires to approve the IBEW Side Letter of Agreement No. 2.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS:
SECTION 2. The City Council of the City of Vernon hereby finds and determines that the above recitals are true and correct.
SECTION 3. The City Council of the City of Vernon hereby approves and authorizes the execution of the Side Letter of Agreement (IBEW Side Letter No. 2) between the City of Vernon and the International Brotherhood of Electrical Workers Local 47, in substantially the same form attached hereto as Exhibit A.
SECTION 4. The City Council of the City of Vernon hereby instructs the City Resolution No. 2026-015

Administrator, or his designee, to take whatever action is deemed necessary or desirable for the purpose of implementing and carrying out the actions of this Resolution and the transactions herein approved or authorized, including but not limited to, any nonsubstantive changes to the Side Letter Agreement attached herein.
SECTION 5. The City Council of the City of Vernon hereby directs the City Clerk, or the City Clerk’s designee, to send a fully executed IBEW Side Letter No. 2 to John Baca, IBEW Local 47 Assistant Business Manager.
SECTION 6. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end, the provisions of this Resolution are declared to be severable.
SECTION 7. The City Clerk, or Deputy City Clerk, shall certify the passage and adoption of this resolution and enter it into the book of original resolutions.

SIDE LETTER OF AGREEMENT

BETWEEN
THE CITY OF VERNON
AND THE
INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS LOCAL 47 This Side Letter of Agreement (“Agreement”) between the City of Vernon (“City”) and the International Brotherhood or Electrical Workers Local 47 (“Union”) (collectively “Parties”) is entered into to modify the following sections of Union MOU dated July 1, 2025, through June 30, 2028:
ARTICLE NINE – HOLIDAYS
Effective March 31, 2026, Article Nine Holidays Section 1 A, shall be modified to read as follows:
A. All full-time employees, excluding employees assigned to the 12-hour rotating shift (DuPont Schedule) or any Resource Scheduler and Power Plant Mechanic, Lead and Power Plant Mechanic/Welder, on the Tuesday through Friday schedule, shall be provided with the following holidays with pay subject to the provisions below.
1. January 1st - New Year’ s Day
2. The 3rd Monday in January – Martin Luther King, Jr. Day
3. The 3rd Monday in February – Presidents’ Day
4. March 31st – Farmworkers Day
5. The last Monday in May – Memorial Day
6. June 19th - Juneteenth
7. July 4th – Independence Day
8. The first Monday in September – Labor Day
9. The second Monday in October – Indigenous Peoples’ Day Resolution No. 2026-015

10. November 11th – Veterans Day
11. The 4th Thursday in November – Thanksgiving Day
12. December 24th – Christmas Eve
13. December 25th – Christmas Day
14. December 31st – New Year’ s Eve
