RFP NO. 26-S-J-S-068 FOR SECURITY GUARD SERVICES | GOOD GUARD SECURITY, INC.
C. INTRODUCTION
Good Guard has thoroughly reviewed this solicitation to ensure full alignment with the City’s requirements. We understand the City’s need for a security partner capable of providing uninterrupted coverage while maintaining the highest standards of professionalism and responsiveness.
Our approach to managing this contract centers on four key pillars: a Dedicated Management Team, 24/7 Command Center support, rigorous Quality Assurance protocols, and technology-driven performance management through our TrackTik platform.
Dedicated Management Team
Our Management Team includes our Chief Security Officer, Project Manager, Vice President of Operations, Supervisors, HR, and payroll support. They will work closely with City representatives, holding weekly meetings to review billing, turnover rates, guard management, and project records to ensure all requirements are met. 24/7 Command Center
Our Command Center operates around the clock, 365 days per year, staffed by trained dispatchers and scheduling coordinators. The Command Center serves as the backbone of our operational responsiveness, managing same-day callouts, coordinating emergency coverage, and serving as a communication hub between field personnel, site supervision, and City representatives. In the event of a critical incident, the Command Center can dispatch backup personnel, notify all parties, and coordinate with local law enforcement.
Quality Assurance
Good Guard implements a structured QA program that includes unannounced site inspections, uniform & equipment checks, post order compliance verification, and direct feedback collection from client representatives.
TrackTik Technology Platform
Our cloud-based guard management platform, TrackTik, enables real-time officer tracking, electronic Daily Activity Reports (DARs), and immediate incident reporting. The system integrates GPS-verified guard tour checkpoints, ensuring patrol coverage is completed as required. All reports are accessible to City representatives via a secure client portal, providing full transparency into daily operations and historical performance data.

D. GENERAL SCOPE OF WORK
Good Guard will provide comprehensive unarmed security guard services across the City of Vernon's municipal and utility facilities, delivering a structured, professional security presence tailored to the unique operational demands of each location. Our approach recognizes that the City of Vernon requires a security partner capable of operating across diverse environments with consistency, discretion, and adaptaility.
Good Guard will deploy two professional unarmed security officers at City Hall Monday through Thursday, 6:30 a.m. to 6:00 p.m. Services will include access control enforcement, visitor screening, suspicious activity monitoring and reporting, and immediate response coordination with the Vernon Police
Department as warranted.
Good Guard will maintain a continuous 24/7 single-officer post at the Vernon Public Utilities Power Plant Entrance. Given the critical infrastructure nature of this assignment, officers deployed here will be selected for their experience in utility and industrial environments. Services will include strict access control enforcement, monitoring for unauthorized entry or tampering, documentation of all personnel and vehicle movements.
Good Guard will also provide a single officer at the Soto Yard during all non-regular hours.
Officers assigned to this post will focus on perimeter monitoring, deterrence of unauthorized access, vandalism prevention, and timely reporting of any incidents or suspicious activity observed during their watch.
Good Guard will deploy one to two roving patrol officers on a 24/7 basis to monitor approximately 20 designated points of interest throughout the City of Vernon. Roving officers will operate a company-provided, patrol vehicle equipped with all required safety equipment. Patrol routes and checkpoint sequences will be random and managed and documented through our TrackTik electronic guard tour platform. Patrol coverage will be flexible with the ability to concentrate resources at specific locations or add additional roving units as operational priorities shift.
When requested by the City, Good Guard will coordinate confidential investigative and surveillance services through our licensed private investigator partner. All investigative work will be conducted by properly credentialed PI-licensed professionals and handled with strict confidentiality.
Good Guard will assign a dedicated account management team to the City of Vernon contract, ensuring consistent oversight, rapid response to coverage changes, and proactive communication. A 24/7 emergency contact line will be maintained at all times, with field supervisors reachable around the clock.

E. WORK PLAN
Geofencing Capabilities
Our Supervisors and Dispatch Officers are able to constantly track our officers through TrackTik’s geofencing capabilities. TrackTik's geofencing establishes a virtual boundary around each property we serve, providing live tracking of officer locations throughout their shift. If an officer leaves the designated perimeter or remains idle for an extended period, our dispatch team receives an immediate alert and can contact the officer directly. This ensures full accountability and confirms that coverage remains uninterrupted.
Live Reporting
While on shift, security officers are able to develop detailed Daily Activity Reports (DARs) in seconds. Each entry captures the officer's name, shift notes, photos or audio, GPS location, and timestamp. Reports update automatically throughout each shift and can be scheduled for delivery daily, weekly, or monthly based on the City’s preference. In any report pulled, each entry will include the reporting guard’s name, shift notes, photos and/or audio, said guard’s GPS location, and a timestamp. Color-coded entries allow our dispatch team and client staff to quickly identify and monitor activity types. 13 | P a g e

CITY OF PALMDALE
Good Guard currently serves the City of Palmdale under a 5-year contract for comprehensive citywide unarmed security guard services spanning municipal facilities, parks, Housing Authority properties, and special events, one of our most operationally complex municipal engagements in the Southern California region.
Under this contract, Good Guard delivers 24/7 dedicated stationary guard coverage at four major city facilities while simultaneously providing citywide random roving patrol
across all other City facilities and parks on a continuous basis. This dual stationary-and-roving model mirrors
precisely the coverage structure Vernon requires across City Hall, the Power Plant Entrance, Soto Yard, and
citywide roving patrol. Our Housing Authority assignments further demonstrate our ability to manage multi-site
overnight and non-regular-hour coverage, including 24/7 gate posts and overnight-only windows, directly analogous to Vernon's Soto Yard and Power Plant posts. Officers
operate marked patrol vehicles, conduct TrackTik QR-code checkpoint scanning, and submit daily activity reports
electronically, with a dedicated on-site supervisor serving as the primary City liaison 24/7.
CITY OF SANTA MONICA
Good Guard maintains four active contracts with the City of Santa Monica spanning City Hall, the Department of
Transportation and Big Blue Bus, citywide downtown
parking structures, and the Public Works City Yards,
representing one of our most comprehensive municipal
security partnerships in the region.
At Santa Monica City Hall, Good Guard provides a publicfacing, hospitality-oriented stationary guard presence managing access control for City officials, elected
representatives, staff, and the general public — a post profile nearly identical to Vernon's City Hall requirement.
Our DOT/BBB contract deploys stationary 24/7 posts, a
roving/relief patrol officer conducting 16-hour daily sweeps, and a dedicated center post a multi-post, multi-schedule structure directly comparable to Vernon's baseline coverage model. Our City Yards Public Works contract mirrors Vernon's utility facility environment, with officers managing gate access control, surveillance monitoring, and emergency response at an active municipal operations facility.
