Services Agreement with Good Guard Security, Inc.
Recommendation
A. Approve and authorize the City Administrator to execute a Services Agreement with Good Guard Security, Inc. (Good Guard), in substantially the same form as submitted, to provide unarmed security guard services for a total amount not-to-exceed $3,067,821.56 for a three-year term; and
B. Authorize a contingency amount of ten percent (10%) or $306,782.16 in the event of unforeseen services and expenses, and grant authority to the City Administrator to issue amendments for an amount up to the contingency amount, if necessary.
Background
Security services are required at critical City facilities and properties, including City Hall and City Utility facilities, to deter unauthorized access, theft, attack, vandalism, and loitering, as well as to report any suspicious activity, such as burglary, tampering, damage, and/or fraudulent activities associated with City property and interests. Unarmed security guards will recognize and report emergencies and illicit activities involving City properties.
On April 4, 2023, the City Council approved a three-year Services Agreement with S&S Labor Force Incorporated, dba JRM (JRM) for unarmed security guard services. The current agreement with JRM is set to expire on April 30, 2026. As per Vernon Municipal Code (VMC) Section
3.32.080, on March 4, 2026, VPU staff issued a Request for Proposals (RFP) to seek proposals from qualified firms to provide Unarmed Security Guard Services for the City. The RFP was advertised on the City’s Planet Bids platform. The scope of work included, but was not limited to, implementing and enforcing access control security policies and procedures, and providing patrol services to City buildings, properties, and utility facilities, and to recognize and report security threats, breaches, and suspicious and unpermitted activities. The scope encompasses monitoring and reporting information about activities in areas that may impact City buildings, property, interests, and utility facilities.
A total of 29 proposal packages were received by the March 18, 2026 deadline. A qualified panel of City staff from multiple departments, thoroughly examined the proposals based on professional qualifications (50%), cost and fees to the City (30%), references (10%), and responsiveness to the RFP (10%). The top three proposals underwent a second round of evaluation by another panel of City staff. Based on the evaluation process, the proposal submitted by Good Guard demonstrated the strongest combination of expertise, relevant experience, and a comprehensive approach that was best suited to fulfill the scope of services that were outlined in the RFP. The proposal submitted by Good Guard received the highest score following the evaluation process and was therefore deemed the most qualified. Good Guard’s experience providing unarmed security services for other public agencies supports the protection of the City’s assets, ongoing infrastructure investments, utility operations, the safety of City staff, maintains public safety, and the security of critical utility assets.
Staff recommends that the City Council approve a Services Agreement with Good Guard for unarmed security guard services for a total amount not-to-exceed $3,067,821.56 to provide unarmed security guard services. Additionally, staff recommends a contingency amount of ten percent (10%) or $306,782.16, in the event of unforeseen services and expenses, for a combined total not to exceed $3,374,603.72. Pursuant to VMC Section 3.32.030(A), City Council approval is required for the proposed agreement, as the total value of the contract exceeds $100,000.
The proposed Services Agreement has been reviewed and approved as to form by the City Attorney’s Office.
Fiscal Impact
The fiscal impact is not to exceed $3,374,603.72. This cost will be shared between Vernon Public Utilities and Public Works. Sufficient funds are available in the Electric Fund, System Dispatch, Professional Services – Other, Account No. 055-050-555-529215, the Electric Fund, Administration, Professional Services – Other, Account No. 055-050-580-529215, and the General Fund, Facilities Maintenance, Professional Services – Other, Account No. 011-040-415- 529215, and will be budgeted in subsequent years.
