City Council Strategic Plan – Goal Tasks
Recommendation
As part of the City’s Strategic Planning Process, receive a presentation on proposed tasks to achieve identified City Council goals and provide direction to staff regarding any desired modifications.
Background
The City of Vernon is undergoing a Strategic Planning Process to shape the City’s future. The Strategic Plan will provide a clear framework to guide the City’s decision-making and resource allocation, aligning goals and objectives with community needs and City Council priorities.
To that end, the City’s strategic planning consultant, Kelly Associates Management Group (Kelly Associates), facilitated a goal setting workshop for City Council during a Special Council Meeting held on March 3, 2026. The workshop followed the completion of a SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) and three separate community meetings held in February 2026 to seek input from Vernon residents and the business community. Subsequently, on March 17, 2026, the City Council received a presentation on City Council priorities and determined key goals to guide the City’s Strategic Plan (Attachment 1).
On March 17, 2026, the City Council determined its goals to be as follows:
1. Strengthen City Credibility and Partnerships
2. Promote Economic Growth and Revenue Generation
3. Advance Sustainability and Environmental Stewardship
4. Enhance Community Infrastructure and Facilities
5. Strengthen Organizational Efficiency and Financial Planning
6. Optimize Public Utility Operations to Ensure Affordable Services Considering the six City Council goals identified above, the City’s executive team has developed specific tasks to help achieve each of the goals. A draft of the tasks will be presented to City Council at the April 21, 2026 Council Meeting and will include a schedule, associated cost, and City department assignment for each task. City Council will have an opportunity to provide feedback regarding each of the tasks and propose desired modifications. Once a table of tasks is determined, staff will incorporate the detailed table into the City’s Strategic Plan to be presented to Council for adoption at a future meeting.
