Notice of Completion for Contract No. 20250340 - 55th Street Recycle Center & Nursery – Perimeter Wall Project
Recommendation
A. Find that the proposed action is categorically exempt under the California Environmental Quality Act (CEQA) review, in accordance with CEQA Guidelines Section 15303(e)(Fences), because the project consists of new construction of limited small new facilities; B. Accept the work of Oppenheimer National as related to City Contract No. 20250340; and C. Authorize the Director of Public Works to execute and submit the Notice of Completion for the project to the Los Angeles County Recorder’s Office.
Background
On May 6, 2025, the City Council awarded City Contract No. 20250340 - 55th Street Recycle Center & Nursery – Perimeter Wall Project to Oppenheimer National, in the amount of $388,224.90 plus a 10% contingency amount of $38,822.49. This project involved the construction of an 8-foot-tall steel perimeter fence and the installation of drought-tolerant landscape at the front of the property.
On March 3, 2026, the City Administrator approved Change Order No. 1, authorizing additional time and funds for the proposed work of a 12-inch continuous curb beneath the perimeter wrought-iron fence to contain stormwater runoff, reducing fence panel spacing from 6 inches to 4 inches, and installation of keypads. The additional $37,691.08 in funding increased the total construction cost to $425,915.98. Consequently, the change order revised the completion date from February 7, 2026, to March 4, 2026.
City Contract No. 20250340 was completed and accepted on March 4, 2026, in accordance with the project plans, specifications, and City Staff expectations.
The Notice of Completion was approved as to form by the City Attorney’s Office.
