City Council Agenda Report
Meeting Date: May 5, 2026
From: Todd Dusenberry, General Manager of Public Utilities Department: Public Utilities
Submitted by: Adriana Ramos, Principal Management Analyst Subject
Services Agreement with Waterline Technologies, Inc.

Recommendation
A. Accept the bid proposal from Waterline Technologies, Inc. (Waterline) as the lowest responsive and responsible bid for the supply of sodium hypochlorite 12.5 percent solution with Waterline, in substantially the same form as submitted, for the supply of hypochlorite 12.5 percent solution; and
B. Approve and authorize the City Administrator to execute a Services Agreement with Waterline, in substantially the same form as submitted, for supply of sodium hypochlorite 12.5 percent solution for a total amount not-to-exceed $192,656.75, for a three-year term.

Background
Vernon Public Utilities (VPU) owns seven active production wells that provide potable water to customers within the City’s water service area. The water drawn from these wells is disinfected using a 12.5 percent sodium hypochlorite solution to eliminate harmful microorganisms and ensure compliance with state and federal drinking water standards. This disinfection process is essential for maintaining water quality and public health, and the system cannot operate without a continuous supply of sodium hypochlorite 12.5 percent solution.

The City has engaged Waterline for the procurement of sodium hypochlorite 12.5 percent solution. On May 16, 2023, the City Council approved a three-year Services Agreement with Waterline for the supply of sodium hypochlorite 12.5 percent solution. The current agreement is set to expire on May 15, 2026. To meet the supply requirement and avoid a lapse in this essential service, as per Vernon Municipal Code (VMC) Section 3.32.070, on March 19, 2026, staff issued a Request for Bids (RFB) for the supply of sodium hypochlorite 12.5 percent solution. The RFB was advertised on the City’s Planet Bids platform.

Only one bid was received by the April 6, 2026 deadline. Staff reviewed the bid received from Waterline and deemed it a responsive and responsible bid. Therefore, VPU staff recommends that the City Council approve a Services Agreement with Waterline for the supply of sodium hypochlorite 12.5 percent solution for a total amount not to exceed $192,656.75. Pursuant to VMC Section 3.32.030(A), City Council approval is required for the proposed agreement, as the total value of the contract exceeds $100,000. The Services Agreement has been reviewed and approved as to form by the City Attorney’s Office.

Fiscal Impact
The fiscal impact is not to exceed $192,656.75. Sufficient funds are available in the Water Fund, Water Treatment, Account No. 058-070-700-520140 for the current fiscal year and will be budgeted in subsequent years.
