Submitted by: Rosemary Lozada, Management Analyst
Subject
Contract with J&S Striping Company Inc. for Citywide Striping and Pavement Markings FY25-26 Recommendation
A. Find that the proposed action is categorically exempt from California Environmental Quality Act (CEQA) review, in accordance with CEQA Guidelines Section 15301 (Existing Facilities), part (a) (existing highways and streets), because the project consists of the maintenance, repair, or minor alteration of existing facilities and involves negligible or no expansion of an existing use;
B. Accept the bid proposal from J&S Striping Company Inc. (J&S) as the lowest responsive and responsible bidder for the Citywide Striping and Pavement Markings FY25-26 project and reject all other bids;
C. Approve and authorize the City Administrator to execute Contract No. 20260209 in the amount of $158,541.75 for the Citywide Striping and Pavement Markings FY25-26 project for a period not to exceed 45 days; and
D. Authorize a contingency amount of ten percent (10%) or $15,854.18 in the event of an unexpected changed condition in the project and grant authority to the City Administrator to issue a change order(s) for an amount up to the contingency amount, if necessary.

Background
The Citywide Striping and Pavement Markings FY25–26, Contract No. 20260209 project includes the furnishing, removal, and installation of roadway striping, pavement markers, and pavement markings (including legends) along City streets. All work will be performed in accordance with the latest Caltrans standards and specifications. On March 3, 2026, City Council approved the removal of these crosswalks based on the results of a study completed by consulting firm Albert Grover & Associates (AGA). In addition to re-striping, the removal of all marked crosswalks along Pacific Boulevard at 45th, 46th, and 49th Street will be included in this project.

On February 2, 2026, the Public Works Department advertised the Notice Inviting Bids (NIB) for Contract No. 20260209 in accordance with Vernon Municipal Code (VMC) Section

3.32.070(A) for competitive bidding. The NIB was posted on the City’s PlanetBids website and published in the local newspaper. The Department utilized the template Notice Inviting Bids, Bid form and Project Specifications, Instruction to Bidders, and Specifications and Contract approved by City Council. The bids for the project were received and opened on February 24, 2026. The calculated results were as follows:

1. J&S Striping Company, Inc. $158,541.75

2. Estate Design and Construction, Inc. $214,600.00

3. WGJ Enterprise Inc., dba PCI $225,000.00

4. Superior Pavement Markings, LLC $226,700.00

5. Toro Enterprises, Inc. $454,423.50
Public Works staff reviewed the bids and deemed the bid received from J&S Striping Company Inc. to be the lowest responsive and responsible bid. Thus, staff recommends awarding the proposed contract to J&S Striping Company Inc. Pursuant to VMC Section 3.32.030 (A), all contracts over $100,000 require City Council approval.

The proposed contract has been reviewed and approved as to form by the City Attorney’s Office.

Fiscal Impact
The fiscal impact is estimated at $174,395.93, including a contingency of 10%. Sufficient funds are available in the General Fund, Public Works Department, Street Maintenance Division, Repairs and Maintenance Account No. 011-040-430-529000 for the current fiscal year.
