Notice of Completion for Contract No. 20260102 - West Wing HVAC Replacement Recommendation
A. Find that the proposed action is categorically exempt from California Environmental Quality Act (CEQA) review, in accordance with CEQA Guidelines Section 15301, because the project consists of a full replacement of the existing HVAC main unit on the West Wing of the City Hall Structure and involves negligible or no expansion of an existing use; B. Accept the work of Western Allied Corporation as related to City Contract No. 20260102; and C. Authorize the Director of Public Works to execute and submit the Notice of Completion for the project to the Los Angeles County Recorder’s Office.
Background
On December 16, 2025, the City Council awarded Contract No. 20260102 – West Wing HVAC Replacement (Project) to Western Allied Corporation for $215,750 and authorized the City Administrator to issue change orders up to a 10% contingency amount of ($21,575). This contract involved a full replacement of the existing HVAC main unit on the West Wing of City Hall which was installed in the late 1990s and was experiencing significant wear and deterioration. The previous unit operated with only one of its four compressors which caused it to overheat and shut down frequently, exceeded its expected lifespan and was due for replacement.
The Project was completed on July 7, 2026, in accordance with the specifications and City Staff expectations. The final cost of the project totaled $215,750.
The Notice of Completion has been reviewed and approved as to form by the City Attorney.
