RESOLUTION NO. 2026-036
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
ADOPTING THE UPDATED SEWER SYSTEM MANAGEMENT PLAN
(SSMP) AND AUTHORIZING THE LEGALLY RESPONSIBLE OFFICIAL
TO CERTIFY AND SUBMIT THE SSMP TO THE CALIFORNIA STATE
WATER RESOURCES CONTROL BOARD
SECTION 1. Recitals.
A. The California State Water Resources Control Board (SWRCB) Order No. 2006- 0003-DWQ requires each public agency that owns or operates a sanitary sewer system greater than one mile in length to develop, implement, maintain, and periodically update a Sewer System Management Plan (SSMP). In 2006, SWRCB promulgated a waste discharge requirement (WDR) permit, known as SWRCB Order No. WQ 2022-0103- DWQ, Statewide General Waste Discharge Requirements General Order (Order) for Sanitary Sewer Systems that updated General WDRs for sanitary sewer systems. This permit requires local public sewer collection system agencies, referred to as "Enrollees", to develop a Sewer System Management Plan (SSMP), which must be self-audited at least every three (3) years and updated or revised and re-certified every six (6) years from the original adoption date by the Enrollee's governing board.
B. All federal and state agencies, municipalities, counties, districts, and other public entities that own or operate sanitary sewer systems greater than one mile in length that collect and/or convey untreated or partially treated wastewater to a publicly-owned treatment facility in the State of California, which includes the City of Vernon, are required to comply with the terms of the Order pursuant to California Water Code Section 13263.
C. The SSMP serves as a comprehensive management document that establishes goals, operational procedures, maintenance practices, emergency response procedures, system evaluation, capacity assurance planning, monitoring, measurement, program modifications, and communication protocols to minimize sanitary sewer overflows and protect public health and the environment.
D. The City's updated SSMP must be approved by the City Council, and submitted to and certified by the SWRCB, and be made available on the City's website.
E. The Order requires that the City designate a qualified Legally Responsible Official to be responsible for and have authority over the City's sewer system, who must catalog, certify, and upload subsequent and interim updates to the SSMP between re-certification.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS:
SECTION 2. The City Council of the City of Vernon hereby finds and determines Resolution No. 2026-036
