A. Introduction
Jemmott Rollins Group, Inc. (JRG) proposes to assist the City in managing the operations essential to the efficient and effective management of the Vernon CommUNITY Fund (VCF). The VCF is distinguished by its grounding in an ordinance approved by the City Council that clearly expresses the charitable intent of City of Vernon (COV, City) to support non-profits and other municipalities as a commitment of good government. Ordinance No. 1218 speaks to the importance of the City’s commitment to share with residents of other communities the benefits derived from the history and generosity of businesses in Vernon, established as a municipality in 1905.

JRG has had the privilege of assisting the City of Vernon since 2014 with the design and implementation of the grantmaking and scholarship programs. Our team understands the need to provide best-in-class support that ensures the VCF resources will be put to their best and highest purposes. JRG is committed to further support of VCF with both the grantmaking recommendations to community-based non-profit organizations and to applicants for the scholarship program In response to the RFP released on June 8, 2026, JRG proposes support to the City of Vernon and the VCF Grants Committee through the following approach:
 Outreach to encourage qualified applicants to apply for grants and scholarship support  Host periodic grantseeker workshops to provide technical assistance to potential applicants  Convene “Meet the Grantmaker” workshops at City Hall to increase opportunities for grantees to meet and apply to other philanthropic organizations
 Conduct due diligence and site visits to certify funds requested will be used for their proposed purpose
 Maintain a level playing field and inclusive approach to screening applicants  Deliver assessments that outline the benefits of each proposed grant, as well as any risks associated with applications
 Review and assess scholarship applications and make recommendations  Maintain necessary technical platforms, processes, digital documentation and recordkeeping  Promote efforts that provide public recognition of the City of Vernon and its businesses in support of charitable efforts
 Ensure a high level of collaboration with City of Vernon administrative staff involved in the Vernon CommUNITY Fund effort

Are there any activities planned to acknowledge VCF as a funder of this project/program/organization? The organization is proud of its social media reach, having attributed much of its program success to the acumen of its social media manager. LEA intends to leverage this to conduct a social media storytelling campaign to highlight Vernon and relay VCF’s commitment to supporting youth and families.

What previous projects has the applicant successfully implemented? LEA has successfully facilitated the Leadership Program for five years. Communities where the organization has conducted its beautification events express their desire for the organization to return, and surrounding communities piqued by social media interactions express interest in hosting the events.

LEA’s work in the community has been recently recognized by Supervisors Janice Hahn and Hilda Solis, and the organization was honored as “Nonprofit of the Year” by the City of Bell in 2024.

In addition to its regular programming, LEA also offers up to $20,000 in scholarships to high school students, providing amounts of $1000 - $5000 to up to 20 eligible students.

List any foreseeable challenges that the applicant may encounter in the implementation of this proposal or in general:

The organization has expressed challenges in tracking participants and volunteers, and hurdles with data management in general. It is stated that this has recently been addressed with a new software platform which was recommended by a board member.
