RE: Public Records Act Request - Video and Audio Evidence (AB 748) Dear Custodian of Records,
Pursuant to the California Public Records Act (Government Code § 7920.000 et seq.) and California Penal Code § 832.7 (as amended by Assembly Bill 748), I am writing to request copies of public records regarding an incident that occurred on 03/20/26 at approximately 2300 hours at or near Santa Fe Ave and Olympic Blvd in Los Angeles CA.
Specifically, I am requesting any and all audio and video recordings that depict, summarize, or to this incident, including but not limited to:
1. Body-Worn Camera (BWC) footage from all responding officers.
2. Dashboard camera (dashcam) footage from all responding police vehicles.
3. Audio recordings of 911 calls, dispatch logs, and radio communications regarding this incident.
4. Any video or audio recordings obtained from third-party sources or surveillance systems by your department related to this incident.
To help identify the relevant records, the incident involved an arrest of a Female Hispanic and an impound of a 2013 white Nissan Altima. Some of the officers involved include Martinez 685 Lastra 682, and another officer who initiated the incident.
Under Penal Code § 832.7(b)(1)(A), video and audio recordings that depict a "critical incident"-including the discharge of a firearm, or a use of force resulting in death or great bodily injury—are matter of public record. AB 748 requires the release of these recordings within 45 days of the incident, unless disclosure would substantially interfere with an active investigation.
If your agency contends that any portion of the requested records is exempt from disclosure, please provide a written response within 10 days citing the specific statutory exemption relied upon, as required by Government Code § 7922.535. If only a portion of a record is exempt, please redact the exempt portion and release the remaining, non-exempt parts.
I prefer to receive these records electronically via email or a secure download link to minimize costs.
Thank you for your timely assistance with this matter.
Sincerely,
Brittany A. Castillo
