RESOLUTION NO. 2026-039
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR GRANT
FUNDS FROM THE CALIFORNIA STRATEGIC GROWTH COUNCIL
COMMUNITY RESILIENCE CENTERS PROGRAM, AND AUTHORIZING
THE EXECUTION OF ALL RELATED GRANT DOCUMENTS,
AGREEMENTS, AND AMENDMENTS
SECTION 1. Recitals.
A. The Strategic Growth Council (SGC) administers the Community Resilience Centers (CRC) Program Round 2 under the State of California to fund neighborhood-scale climate resilience centers that provide shelter, resources, and services during climate and emergency events, as well as year-round community programming.
B. The City of Vernon (City) is eligible to serve as a Lead Applicant to apply for, receive, and administer grant funding under the CRC Program Round 2 Guidelines for Planning Grants or Implementation Grants.
C. The CRC Program Guidelines require public agency Lead Applicants to submit an adopted formal resolution from their governing body authorizing the application for and receipt of grant funds, and delegating authority to a designated official to execute all necessary grant agreements, amendments, and related administrative documents.
D. The City Council desires to authorize the filing of grant application(s) under the SGC CRC Program Round 2 and delegate execution and management authority to the Director of Public Works, or designee, to ensure effective program implementation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS:
SECTION 2. The City Council of the City of Vernon hereby finds and determines that the above recitals are true and correct.
SECTION 3. The City Council of the City of Vernon hereby authorizes the submission of grant application(s) to the California Strategic Growth Council for the Community Resilience Centers (CRC) Program Round 2 for Planning Grant or Implementation Grant funding, and approves the acceptance of grant funds if awarded by the Strategic Growth Council.
SECTION 4. The City Council of the City of Vernon hereby authorizes and empowers the Director of Public Works, or his or her designee, for and on behalf of the City of Vernon, to conduct all negotiations, execute and submit all grant application materials, agreements, contracts, payment requests, reports, and amendments Resolution No. 2026-039

necessary for the application, acceptance, and fulfillment of the CRC Program Round 2 grant, and to take all actions deemed necessary or appropriate to implement and carry out the purposes of this Resolution and the actions herein approved or authorized.
SECTION 5. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end, the provisions of this Resolution are declared to be severable.
SECTION 6. The City Clerk, or Deputy City Clerk, shall certify the passage and adoption of this resolution and enter it into the book of original resolutions.
