City Council Agenda Report
Meeting Date: September 15, 2026
From: Daniel S. Wall, P.E., Director of Public Works-City Engineer Department: Public Works
Submitted by: Dulce Gonzalez, Management Analyst
Subject
California Strategic Growth Council Community Resilience Centers Program Grant Funds Recommendation
Adopt Resolution No. 2026-039 authorizing the submission of applications for grant funds from the California Strategic Growth Council (SGC) Community Resilience Centers (CRC) Program Round 2, and delegating authority to the Director of Public Works, or designee, to apply for and accept CRC grant funds if awarded, and to execute all related grant documents, agreements, amendments, and activities related to the submission of the grant application, acceptance, and fulfillment of the CRC Program Round 2.

Background
The California Strategic Growth Council (SGC) released the Final Guidelines for Round 2 of the Community Resilience Centers (CRC) Program. The CRC Program funds local climate resilience facilities to serve as physical centers providing emergency shelter, resources, and respite during extreme weather or emergency events, as well as year-round community programming.

Under Round 2 Guidelines, public agencies acting as Lead Applicants may apply under two distinct funding tracks:

1. Planning Grants: Awards range from $100,000 to $500,000 across a 2-year term to support project readiness, community engagement plans, site control, and collaborative governance arrangements.

2. Implementation Grants: Awards range from $1,000,000 to $10,000,000 across a 6-year term (including a 1-year pre-development phase) to fund major capital retrofits and operational launch.

The City is interested in applying for the CRC Program Round 2 grant to improve a portion of the City-owned property at 4355 S. Downey Road with a multipurpose, climate-resilient hub that meets the specific needs of both residents and businesses. This initiative is driven by direct feedback from local community surveys. The proposed facility will incorporate sustainable services and features to ensure functionality during severe weather events, natural disasters, or other emergencies. Grant funding will provide essential benefits for both the City’s industrial workforce and residents by establishing a centralized, year-round facility. It is being proposed that this multipurpose facility will serve as an Emergency Operations Center, a disaster shelter, a childcare center, food distribution location, and a community event center, protecting public health, while promoting long-term economic and environmental resilience.

To meet the Lead Applicant eligibility requirements under the Round 2 Final Guidelines, the City must provide an adopted formal resolution from its governing body. The resolution must explicitly authorize the application for and receipt of CRC funds and delegate clear legal authority to a specific official or position to execute all contracts, agreements, and amendments necessary to administer the grant, if awarded.

Adoption of Resolution No. 2026-039 fulfills SGC’s mandatory application requirement.

Furthermore, delegating administrative and execution authority to the Director of Public Works, or designee, ensures the City can complete time-sensitive negotiations, administrative submissions, and reporting requirements in compliance with program rules.

Adopting this resolution does not commit City matching funds or create a direct impact on the General Fund. Should grant funds be awarded, appropriate budget adjustments and revenue recognitions will be presented to the City Council.
