ATTACHMENT 1

STATEMENT OF WORK

1.0 STATEMENT OF WORK
VPU offers several longstanding customer programs and services that are designed to encourage the efficient use of energy. To successfully implement the energy efficiency programs, VPU will require technical assistance in the form of energy audits and program implementation support.

The installation of energy efficiency measures in City-owned buildings/facilities may also be required on an as-needed basis, upon approval by VPU.

2.0 SCOPE OF SERVICES
Energy Audit
Services to be performed by VPU:

2.1 Determining approved customers, participant eligibility and qualification requirements

2.2 On an as needed basis, VPU will provide the Contractor, in writing, or through electronic media, authorized task assignments for specific Program services to be performed during the term of the Task Order. Such authorizations shall include specific information as to approved customers’ addresses, phone numbers, specific services to be provided, and the desired time frame for performance or said services.

Services to be performed by the Contractor:

2.3 Contractor shall perform a comprehensive on-site audit to analyze the energy consumption, taking into account the building structure, equipment, schedule of operations, occupant’s usage profiles at the premise and prepare detailed reports in compliance with the standards for American Society of Heating, Refrigeration and Air Engineers (ASHRAE) Level 2 Energy Audits.

2.4 Contractor shall collect information for each customer’s facility including, but not limited to the following:

2.4.1 Energy consumption, site plans, operational parameters for major occupancy areas, existing or planned Energy Conservation Measures (ECMs), or constraints such as occupant comfort and operational considerations such as temperature and lighting

2.4.2 Inventory of existing systems and equipment, including areas where the energy usage may be different than the design intent of the original building, operational/maintenance practices, future plans or changes which could substantially change the energy consumption of the premise.

2.4.3 Provide analysis methodology, supporting calculations and assumptions used to derive base year consumption and reconcile with end use consumption estimates

2.4.4 Itemize HVAC, production, or distribution equipment for the facility, water systems, gas systems, lighting, refrigeration and other major system components, to a level of confidence such that “all other” consumption drivers may be bundled generically into a single category representing less than 10% of the total.

2.5 As part of the audit, Contractor shall develop a list of potential ECMs, specifically identifying the energy improvements and operational changes that are recommended to be installed or implemented at customer facilities, including detailed projections of energy savings to be obtained as a result of the installation of recommended measures (in kW demand, kWh consumption and/or therms).

2.6 Contractor shall provide ECM cost estimates using reputable industry sources to identify including simple payback and/or return on investment (ROI) calculations.

2.7 Contractor shall present savings calculations utilizing assumptions, projections and baselines which best represent operational savings for the ECMs based on a “lifecycle analysis” of the measure, equipment, or device.

2.8 Contractor shall educate VPU customers on the value of the recommended energy efficiency measures.

2.9 Contractor shall also help the customer better understand the available incentive programs that are offered through VPU, which includes, but are not limited to the Custom Incentive Program and Commercial Energy Rebates Program.

2.10 Contractor shall outline a plan for potentially installing or implementing ECMs within the customer facilities including the proposed operations and maintenance procedures which will be affected by the installation/implementation of the proposed ECMs.

2.11 Contractor shall provide a preliminary measurement and verification (M&V) plan for each proposed ECM.

2.12 Records of all energy audits shall be maintained by the Contractor and provided to VPU upon completion of the energy audit.

2.16 Develop energy efficiency savings calculation tools for lighting and non-lighting measures on an as needed basis

2.17 Perform detailed analysis such as data logging or energy modeling on capital intensive modifications on customer premises, which include new construction projects or new equipment that has been installed in a newly constructed area, or in an area that has been subject to a major renovation involving complete multisystem replacement or area reconstruction.

2.19 Prepare ad-hoc program reports, upon written request from VPU.
