Subject
Conditional Use Permit for Dyrt Labs, Inc.
Recommendation
A. Conduct the Public Hearing for the Conditional Use Permit for Dyrt Labs, Inc., to operate an indoor food waste composting facility at 2550 27th Street; and B. Direct staff to prepare a resolution pursuant to Vernon Municipal Code Section 17.72.060 finding that the Conditional Use Permit should be denied.
Background
At the Regular City Council Meeting on August 18, 2026, the City Council opened the public hearing and subsequently tabled the adoption of Resolution No. 2026-038 regarding approval of a Conditional Use Permit (CUP) for Dyrt Labs, Inc. to operate an indoor food waste composting facility at 2550 27th Street. At this meeting, City Council requested additional information from the applicant regarding potential public health and environmental impacts of the proposed use including odor. The public hearing was continued to the September 15, 2026, Regular City Council Meeting.
At the Regular City Council Meeting on September 15, 2026, the City Council continued the public hearing a second time to allow the applicant additional time to submit supplemental materials and documentation requested by Council.
To date, the applicant has not provided the requested information or taken further action on the Application. Because the information requested from the applicant is necessary in order for the City Council to make the required findings under Vernon Municipal Code Section 17.72.060, staff recommends that the City Council conclude the public hearing and deny the Conditional Use Permit application.
