Background
The City of Vernon owns residential and municipal buildings which require occasional minor construction work such as remodeling or repair work. The work is typically time-sensitive and the City is in need of contractors with a history of successfully and efficiently performing a full range of minor construction, maintenance, and repair services on an as-needed basis. These contractors will augment the expertise of Public Works crews and will supplement existing City staff to ensure that construction projects are completed in a timely manner. City staff will continue to perform work when projects are within the scope of staff's skillset and when time permits personnel to tend to project tasks efficiently and urgently.
On July 1, 2026, the Public Works Department advertised the Request for Proposals (RFP) for On-Call General Contractor for Minor Construction and Repair Services in accordance with Vernon Municipal Code (VMC) Section 3.32.080 for competitive selection. The RFP was posted on the City's PlanetBids website and seven proposals were received. The evaluation panel reviewed and rated the proposals and recommends award of the proposed contract to to RAMCO General Engineering Contractors Inc. (RAMCO) and First Trade LLC dba YMC (YMC). As required by the VMC Section noted above, proposals were rated on weighted selection factors including demonstrated competence and qualifications, costs and fees, responsiveness to the RFP and provided references. The proposals from RAMCO and YMC demonstrated their experience and ability to perform the on-call services desired and were top ranked by the evaluation panel. Additionally references provided were positive and the cost proposals are the most competitively priced. If approved, when construction and/or repair work is required, Public Works will assign the work to the firm that can best fulfill the City’s needs timely.
City Council approval is required pursuant to VMC Section 3.32.030(A) as the contract exceeds $100,000.
Each proposed Services Agreement has been reviewed and approved as to form by the City Attorney's Office
Strategic Plan Goals
Goal 4: Enhance Community Infrastructure and Facilities Fiscal Impact
