Secondary Facility Locations General Fund

300,000
The router and switch appliances at
each City facility were installed in
2014 are due to be refreshed to
keep the facilities on supported
Cisco hardware. Keeping the Cisco
switch and routers on a current
support agreement with Cisco
ensures that the facility can be
brought back up in a matter of

is 7 years, and Cisco has
announced end of support for the
currently installed mode
ls for
October 2023.

Virtual Server Hosting Machine Upgrade General Fund

200,000
The City currently has eight (8) Dell
Esxi Server machines that run the
vCenter virtual server environment
that hosts all the City's application
and database servers, such as
Munis, EnerGov, GIS, Questys,
Helpdesk, etc. These physical
server machines reach end of life
(EOL) in October 2022, meaning
Dell will no longer support/maintain
the machines, nor will the City be
able to add additional machines to
increase its computing power to
improve server performance or add
new servers to support the City's
expan
sion. The City needs to
replace these Dell Esxi machines
with new machines to 1) increase
the computing power of the City's
data center, 2) increase the
performance of the City's self -
hosted applications, 3) have
current hardware that Dell supports
to prevent prolonged down-time, 4)
stay current with cyber security for
servers, and 5) allow the City to add
more power to existing servers and
build new virtual servers to support
new applications.

Storage Area Network (SAN) Upgrade General Fund

300,000
The City currently has two (2)
storage area networks. The
Equalogic SAN is 6 years past its
end of life (EOL), and the
Compellent SAN reaches its EOL in
May 2022. A SAN is an array of
hard drive that store the City's
critical data, such as financial data,
permitting data, utility billing data,
etc. The Equalogic SAN and the
Compellent SAN need to be
replaced to 1) keep the SAN on a
support contract with Dell
Technologies to ensure hardware
warranty, 2) allow the City to
expand its on-premise data storage
capacity, 3) stay current with cyber
security for data storage, and 4)
move to the latest storage
technology (flash) to increase data
center performance speed.

Dell Cyber Vault/Cyber Recovery Backup
& Security Solution Purchase General Fund

535,000
To ensure proper data center
recovery in case of a disaster or
cyber-attack, the City should
deploy the Dell Cyber Vault
disaster recovery solution. This
solution creates a secure digital
vault where the City can store its
vital data and server backups
behind a physical disconnection
that would be impenetrable to
cyber-attack because they would
not be able to establish any kind of
connection to exploit. In addition,
the Cyber Vault solution would
allow the City to take advantage of
AI and machine learning processes
that would analyze each and every
backup file in the Cyber Vault t o
discover potential cyber-attack files
before they produce an
impact/stoppage on the City's
network infrastructure.

Server and Data Backup Appliance
Upgrade General Fund

520,000
The City's data and server backup
appliance currently impacts the
performance of the data center
infrastructure by consuming a high
amount of resources in the
overnight hours that are needed for
other production environment
automations such as report
automations or data update
automations. In addition, it
continuously experiences hard
drive failure that puts the City at risk
of losing vital data backups that
would impair the City ’s ability to
recover in case of a disaster or
Cyber Attack. In order to reduce the
impact, improve performance, and
increase security, the existing
backup appliance should be
replaced with a Dell Power Protect
backup solution, which includes
new hardware and software.

Ford Ranger (or equal) General Fund

110,000
Facilities currently has 12 vehicles
to support 21 maintenance staff.

Only 3 of those vehicles are
equipped with tools & material bins.

In the Facilities fleet, there are
many vehicles that have
accumulated over 100,000 miles,
with many over 200,000 miles. The
Facilities Vehicle Maintenance
Budget is currently $17,000.00 to
account for the constant repairs
needed to keep the fleet running.

Facilities is in much need of (3)
utility trucks. If approved, the
vehicles with less miles will be kept
and the vehicl
es with the most
miles and continuous repairs will be
removed from fleet.

Abandon Driscopipe 8000 HDPE (high density polyethylene) gas main and services. Install new MDPE (medium density polyethylene) gas main and services.

In the mid 1980's the United States Air force replaced the aging steel natural gas distribution system with Driscopipe 8000 high density PE pipe. To the best of our knowledge, the new PE system was poorly maintained by the USAF which, resulted in numerous leaks that were repaired by city staff and/or city contractors. No pressure test records were found that could verify if the system was tested and at what pressure. In March 2012 we were notified by the Department of Transportation that an advisory bulletin was issued regarding material degradation of Driscopipe 8000 HDPE pipe, which is the same brand and type of PE pipe used in our distribution system. The manufacturer, Driscopipe, has concluded that there is a probability of material degradation in the South West area of the United States and they recommend inspection and sampling pipe in the system. The material degradation issue, along with the history of leakage, poor maintenance and no pressure test information all provide exceptional justification for replacing this pipe. In a letter from attorney Bruce McLaughlin to Jenele Davidson dated July 25, 2013, Mr. McLaughlin explains that the Public Benefit Program can be used to replace this natural gas pipe.

This building was inherited when the City purchased the former George AFB. With the Homeless Warming Shelter occupying the Westwinds Sports Center, WAC is one of two remaining gyms to service the City's youth programs. The facility has over 100 ADA barriers identified in the Disability Access Consultant's assessment in 2016 (DACtrak). The proposed restroom remodel will address 53 barriers. Funds also requested will address other barriers such as ADA compliant drinking fountains, parking lot modifications, and path of travel throughout the property. Through the years, as the facility lie vacant, it has been vandalized with the HVAC units stripped of all their valuable parts. Also included in this project, are funds to demo the existing units and install new, more efficient, HVAC units.

The Doris Davies pool was built in 1981 and is over 40 years old. In June of 2019, the City closed the pool due to safety concerns over the pool decking cracking and separating at the pool’s edge. It wasn’t until June 2021 when the City replaced a significant portion of the deck and reopened the pool. During this project, the pool was drained, and it was obvious the pool plaster was in need of replacement. The existing plaster is cracking and flaking throughout the pool. Numerous tiles are missing or damaged. Because of budget shortfalls, the plaster could not be replaced at that time. It is feared that further delays in this deferred maintenance may result in another pool closure. The industry standard for commercial pool plaster replacement is ten (10) years. The last time Doris Davies Pool was replastered was in 2001. Doris Davies Pool is the only aquatic amenity in the City of Victorville. It offers aquatics classes, programs, and open swimming for our youth, adults, and seniors. Pre COVID ,on average, this facility had 1,111 youth participating in swim lessons. Our open swim is very popular in the summer months with 3,483 participants of all ages enjoying the pool. We also rent the pool to approximately 10 local schools and organizations each season. The Doris Davies pool is in need of replastering to preserve our only aquatics amenity and ensure that our community has a place to swim and cool off in the hot summer months.

Hook Community Center is the most utilized community center in the city. Prior to the COVID pandemic, approximately 2,000 residents visited the center each week to participate in a variety of recreation programs and activities. That is more than 100,000 visits from children, youth, adults, and seniors each year to enjoy and participate in recreation classes, sports programs, preschool, senior activities, and special events. Some 500 programs and activities were offered prior to COVID and the City is anticipating to quickly reach these numbers again. According to Purchasing documents, the gym floor has not been refinished since the Community Center was built. The industry standard for refinishing commercial hardwood flooring is ten years, so our gym is long overdue. The excessive use in the gym has caused the existing finish to become worn. Continuing to defer this maintenance will eventually damage the hardwood flooring resulting in repair costs well over $100,000.00.

The Transportation Building was built in 2000. The existing tile roof has a life expectancy of 50 years, but that was cut in half due to severe vandalism. Many years ago, vandals gained access to the roof and damaged over 100 tiles along with the underlayment. Since then, Facilities crews patch the roof yearly, but the leaks persist and continue to get worse. There are now numerous leaks ranging from minor to moderate. With the facility recently leased to VVTA, the foot traffic at the location has significantly increased, along with the safety concerns of the public slipping and falling due to the leaks. Repairing the roof will remedy the safety concerns and also prevent further secondary damage to the facility's structural members and interior finishes. Funds for this project will also include measures to prevent future vandalism.

Adding money to the budget because of the unexpected rapid inflation since the budget was established at this time last year. The existing 1980's vintage HVAC has outlived its useful life.

Maintenance costs are prohibitively expensive and replacement parts are becoming scarce.

Due to its poor energy efficiency, the unit is unduly expensive to operate. 167
