Madam Mayor, City Council and Madam Clerk,
The High Desert Solar Project at 20904 Helendale Road in Victorville does not have a City Business License. (Public Record Request 22-1171, Code Enforcement Case # Code22-12276) "The California Energy Commission licenses thermal power plants 50 megawatts (MW) and greater and the infrastructure serving the plants such as electric transmission lines, fuel supply lines and water pipelines.
The two processes available to developers are the Application for Certification (AFC) and the Small Power Plant Exemption (SPPE)." Power Plant Licensing, CEC There is no AFC or SPPE for the High Desert Solar Project which is currently in operation and greater than 50 MW.
There were several false statements made in the CEQA documents including the property in the center of the power plant was "vacant".
FS #319 does not have engine pumpers and
brush trucks like a regular fire department and is prohibited to respond per FAA regulations.
The Wildfire findings of the US Fish and Wildlife Service, Carlsbad office were withheld. There is NO water source on site or nearby despite fire safety guidelines and the continuous fuel bed for fire of the invasive grasses.
Do folks living downwind of the power plant have the right to know about the wildfire dangers and the potential toxic fume exposure?
Why was there no independent evaluation of the project completed as per the recommendations of the Grand Jury?
Is the City of Victorville going to do a press release?
