Estimated ADA Improvements $250,000.00
Subtotal $811,830.82
Contingency (10%) $81,183.08
Project Total $893,013.90
Grant Contribution (80%) $714,411.12
City’s Obligation (20%) $178,602.78
Staff are including a request for $180,000.00 from the General Fund in the Fiscal Year 2023/2024 proposed budget to cover the anticipated match. In the event that the City is not awarded the grant funding, staff will use the $180,000.00 to purchase and install one BEAM EV ARC at a City facility.
Strategic Plan Goal:
Goal E, Invest in Infrastructure - Create a healthy and livable community by maintaining the city's assets through investment in infrastructure and innovations. This grant opportunity will allow the City to install its first EV charging stations which would be accessible for public use free of charge.
Background:
The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program), under the Infrastructure Investment and Jobs A ct, is accepting applications for grants totaling up to $700 million. The $700 million is divided into two separate grant categories:
(1) up to $350 million for the Community Charging and Fueling Program Grants (Community Program), to strategically deploy electric vehicle (EV) charging infrastructure, hydrogen fueling infrastructure, propane fueling infrastructure, and natural gas fueling infrastructure located on public roads or in other publicly accessible locations; and (2) up to $350 million for the Alternative Fuel Corridor Grants (Corridor Program), to strategically deploy charging and alternative fueling infrastructure located along designated alternative fuel corridors.
The goal of the CFI Program is to accelerate an electrified and alternative fuel transportation system that is convenient, affordable, reliable, equitable, accessible, and safe. The CFI Program is expected to help put the U.S. on a path to a nationwide network of at least 500,000 EV chargers by 2030 and improve networks for vehicles using hydrogen, propane, and natural gas.
The CFI Program builds on the Federal Highway Administration (FHWA) Alternative Fuel Corridor (AFC) program and complements the National Electric Vehicle Infrastructure (NEVI) Formula program, which is initially focused on enabling long distance trips along the National Highway System (NHS). The goals of the CFI Program are to 1) supplement, not supplant, necessary private sector investment; 2) complement existing Federal programs; 3) facilitate broad public access to a national charging and alternative fuel infrastructure network to accelerate adoption of zero emissions vehicles; 4) implement Justice40 objectives, lower transportation costs, and increase economic opportunity; 5) advance job quality, workforce development, and workforce equity; and 6) reduce greenhouse gas and vehicle- related emissions. By encouraging the adoption and expansion in use of alternative fuels, CFI Program investments have the potential to significantly address the transportation sector’s outsized contributions to climate change.
The CFI Program will remain active for five years. This first round of funding, for fiscal year 2023-2024 has a pool of $700 million. In each of the remaining four years, there will be an additional $500 million available for award. In future years, staff plans to continue with projects that reduce energy consumption and invest in renewable energy , and will continue to pursue CFI Program funds for larger projects of higher complexity.
Key elements of projects funded by the CFI Program are as follows:
• Located on any public road or in other publicly accessible locations, such as parking facilities at public buildings, public schools, and public parks, or in publicly accessible parking facilities owned or managed by a private entity. • Must be publicly accessible.
• May use funds to contract with a private entity.
• Minimum award amount of $500,000, maximum award amount of $15 million. • A 20% matching contribution is required.
• Expected to reduce greenhouse gas emissions and to expand or fill gaps in access to publicly accessible infrastructure.
• Must be accessible to and usable by individuals with disabilities.
Discussion:
Staff have researched the many different options as it pertains to EV charging for C ity facilities and have identified the BEAM EV ARC units as the only 100% renewable charging system on the market. This solar unit generates and stores its own electricity and tracks the sun to generate up to 25% more energy. Battery storage allows charging during the night, inclement weather, and power ou tages. Additionally, the unit fits inside a standard parking space and vehicles easily park on the base pad. Each BEAM EV ARC unit has the potential of charging up to six electric vehicles at a time with Type 2 EV chargers. Another benefit of the BEAM EV ARC is that it requires no infrastructure. Thus, there are no costs associated with permitting, construction, or utility bills. The unit is also transportable. If the City discovers there to be a stronger need for EV Charging at another location, the units can be relocated to that area. Product data has been included as Attachment B. Because of these unique attributes , staff are planning to purchase the BEAM EV ARC charging units under a sole source justification (Attachment C).
Staff have met with BEAM and created a plan to install six BEAM EV ARC units at five four city facilities. City Hall and Hook Park will have two one units with six chargers charging ports each. This These sites will include two dedicated ADA accessible EV charging stalls. Hook Park, Sunset Ridge Park, the Library, and the Transportation Center will each have one two units with three two chargers charging ports each. Each These sites will have one charger dedicated with an ADA accessible parking stall. Included in this project are funds to address various ADA barriers identified for correction in the parking lots and paths of travel at each site.
S
taff received a budgetary quote of $5 61,830.82 for the purchase of six BEAM E V ARC units (Attachment D ). The cost for ADA improvements at all sites is estimated at $250,000.00. The Department of Transportation Charging and Fueling Infrastructure Discretionary Grant Program allows for 10% contingency, or $81,183.08, to be budgeted.
The City is required to match 20% of the total project cost; therefore, staff plan to request $180,000.00 from the General F und in the upcoming Fiscal Year 2023/2024 proposed budget to cover the City’s matching obligation. In the event that the City is not awarded the grant funding, staff will use the $18 0,000.00 to purchase and install one BEAM EV ARC at a city facility. Preliminary research is indicating that the best location for the installation would be the City Hall customer parking lot.
Because of the key features of the BEAM EV ARC charging units and the City’s dedication to improving the ADA accessibility at each site to meet the desired project criteria of the CFI Program, staff are optimistic the City will establish a competitive rating on the grant application. Upon Council approval, staff will proceed with finalizing documents for the submittal of the grant application prior to the May 30, 2023, deadline per the Notice o f Funding Opportunity (Attachment E).
Staff is available for any questions the Council may have.

3 i. Project Narrative
The City of Victorville is a small city that is located in San Bernardino County, nearly 100 miles northeast of Los Angeles. The city has a population of 138,399 and is the 42 nd largest city in California. Victorville is currently growing at a rate of 0.9% annually ( Victorville, 2023). With the increase in population comes a growing need to find environmentally friendly solutions to assist the members in our community. The top environmental solution is currently found through electric vehicles. More and more individuals are purchasing electric vehicles, this in turn brings a growing need for electric car chargers to support environmental change.
While the City of Victorville is steadily growing, it is still amongst the disadvantaged communities throughout the United States. While there is a need for electric vehicle chargers, there have been challenges in securing funding for such a project. In 2021, The Biden- Harris Administration created the Justice40 to assist disadvantaged communities that are most impacted by climate change, pollution, and environmental hazards. The U.S. Department of Transportation (DOT) along with the National Electric Vehicle Infrastructure Formula Program (NEVI), have worked together to ensure investments in the electric vehicle charging benefit disadvantaged communities like the City of Victorville (Argonne National Laboratory).
Through the Charging and Fueling Infrastructure Discretionary Grant Opportunity, the City of Victorville will be able to move forward with implementation of additional electric vehicle chargers throughout the city. This project will assist the City of Victorville in focusing on rural area charging and fueling solutions. After much research, there are five four locations throughout the City of Victorville that would be ideal for the charging stations. The locations are as follows:
Victorville City Hall, Sunset Ridge Park, the Library, Hook Park, and the Transportation Center (Maps are attached).
When considering the locations best suited for this project, it was of great importance that the locations met the highest level of standards. Each location was sent to BEAM Global to be pre - approved through a site selection process. All locations provide infrastructure that is publicly accessible for all charging stations. All the locations specified support multipurpose use, including single occupancy vehicles, medium duty vehicles and fleets, shared vehicles, and taxi or other service vehicles throughout the community. Each location is easily accessible to members of the community as well as those passing through. They are all locat ed in areas that are free of charge to enter and will not be charged a fee to be utilized.
Staff researched many electric vehicle charging stations and found BEAM Global to have the product that meets the needs of the city along with the qualifications for the grant program. The BEAM EV Arc is re-locatable and does not require any new construction to be completed before use. There is no additional work to be done to the existing facilities. The travel of the public will not be impacted due to the completion of this project. Staff has been able to successfully mitigate any safety risks that could potentially arise during the project. Traffic from vehicles entering and leaving each site will remain the same as it currently is. Signs are poste d at each location that specify the direction for entrance and exit, along with arrows painted on the street. Each of these locations are pre -existing and have not experienced any safety issues throughout any of the parking lots. The EV Arc charging statio ns will be placed in the pre -existing parking spots at each location.
4 The City of Victorville completed the site selection in compliance with the Americans with Disabilities Act of 1990 (Americans with disabilities act of 1990). When selecting the EV ARC, a key feature of the units was the ADA accessibility of the product. The city is very dedicated to improving the ADA accessibility at each site and has ensured that the design meets the desired criteria of the CFI Program. The EV Arc is ADA compliant and can be placed adjacent to a van accessible ADA parking spot. Height and placement of the EV charger mounting arms are specifically designed for ADA compliance. Each location will be designed as follows; Victorville City Hall and Hook Park will include two dedicated ADA accessible EV charging stalls. Hook Park, Sunset Ridge Park , the Library, and Transportation Center will have one two units each that includes three two chargers. Each site will have one dedicated ADA accessible parking stall.
Included in this project are various ADA barriers that will be addressed in the parking lots and paths of travel at each site.
Completion of this project will support The United States Department of Transportation N
ational Roadway Safety Strategy (NRSS). Implementation of the EV Charging Stations throughout the city will align with the outline of the Safe System Approach. This comprehensive approach will not only build but help reinforce the theory, that safer vehicles will minimize the impact of crashes ((National roadway safety strategy). The decrease in crashes will significantly reduce serious injuries and deaths on our Nation’s highways, roads, and streets. Installation of more easily accessible EV charging stations is the first step that can be taken in working toward the NRSS ambitious long-term goal of reaching zero roadway fatalities (National roadway safety strategy) The more accessibility the community has to chargers, the greater the support will be for electric vehicles themselves.
By strategically placing the EV Arc’s throughout the city, more members of the community will have access to this service. Members of the community will have an opportunity for free charging services through expanding access to publicl y accessible infrastructure. The EV Arc charging station will assist in reducing greenhouse gas emissions as well. Currently, there is a limited number of electric vehicles charging stations throughout the City of Victorville. This project will allow for the city to install an adequate number of chargers to fulfill the needs of the community.
Funds for this project will be spent towards the site work and the equipment. The estimated amount for each category is $250,000.00 for the site work and $561,830.82 for the equipment costs. There will be expected contingencies in the amount of $81,183.08. With a total project cost of $893,013.90. The expected federal assistance requested is $714,411.12. There will be no operating subsidies through the EV charging infrastructure. The charging stations will be available to the public free of charge.
The focus area of this project will be rural area charging and fueling solutions. Throughout t
he community, there are many environmental challenges as well as a lack of electric vehicle charging options. This project will provide transportation solutions to many members of the community. The convenient location of the chargers will allow for a wide range of users. Overall, reducing emissions and improving the environment.
