It is notarized on February 21,2006, accepted by Jonathan E. Gargan, director of Community Services and Approved by Andre De Bortnowsky, Agency Counsel. The Notary for Jonathan E.

Parcel #2
0478 041-29 is a Parcel stolen from the Estate of Roscoe Sapp PR0067969. But on the second paragraph 4th line down it indicates "Right Angles Northerly 250 Feet to the North Line of said Lot 63"
(The problem is on the original document filed in the Estate case and recorded on April 21, 1995 Document #19950127785 dated 04/21/1995 it states its only 150 feet not 250 feet as stated here)

This is a Parcel that never existed prior to Vivian Macon owning it•·· we know this is impossible the property that is in this Parcel has been owned by Roscoe Sapp Sr for years and he paid taxes on it for years. Mr. Bortnowsky implicated me, Edith Rogers, in real estate fraud. He attempted to make this transaction appear as though he was not the one breaking the law. He knows I never sold property to Vivian Macon, City of Victorville, Apple Valley, or himself.
This
transaction is for the SCLA Destination 2030 Global Access and the High Speed Rail project. Even to the building of the Old Historical part of Victorville off Route 66 including preserving the historical part involving the Turtles. Right behind the new train/bus HUB off third street.
They attempted these shenanigans when they were forcing families to sell and at first paid them a lessor amount. Then Victorville came back and paid the families more, making it appear they were being fair.
Back to the deed; To accomplish this illegal transfer of property to the City of Victorville, Mr. Bortnowsky colluded with the Recorder's office, Assessor's Office, controller's office-Clerk of the Court and a few Judges as well. Remember the Estate of Roscoe Sapp Sr., the legal Owner of said property has not received one dime of the $25,000 he said was paid for this property.

When people we elect or empower with authority and public trust" weaponizes" the court and legal system and abuse the Power and Authority we give and entrust in them uses this authority to steal and oppress citizens we are open prey- like innocent Lambs before roaring lions. Instead of openly using eminent domain and reverse condemnation they network together and knowingly violate Jurisdictional laws, misuse funds to gain more property to enrich themselves. All while misusing the legal system and other departments within the County and it's DPSS agency to gain wealth for themselves even with investments into County and governmental projects and housing/infrastructure. We need help. I'm asking for any and all Information on the appointment of Jonathan Gargan, Andre De Bortnowsky, the property negotiators and how they acquired property with eminent domain or reverse condemnation. Especially around the three parcels in the deed referenced in this complaint. Also, any information on the study of the same properties for minerals and other resources. All information or Study of property at Quarry and Central since 2006 and when it was to be annexed to Victorville. All studies for minerals etc. in the surrounding parcels of Johnson/Central and Quarry to Stoddard Wells up to the end of Black Quarry Mountain.
I'm asking for all complaints that have been made naming/accusing Andre Bortnowsky of committing any type of fraud. Complaints of being falsely accused of committing crimes or any potential in illegal activity. "All information on any involvement of Andre Bortnowsky or anyone on his behalf or this Council with all complaints involving County Board of Supervisor Brad Mitzelfelt, Council Woman Blanca Gomez, Robert Rodriquez, on any matter." All Information on the high-speed rail and how it is being funded in San Bernardino/Victorville/Apple Valley and area under its sphere of Influence. "Any meetings where issues were discussed regarding Property Owned by Roscoe Sapp Sr. and or Walter P. Sapp.
I'm asking this Council to investigate Attorney Bortnowsky who has been working in conjunction with the property negotiators between Victorville, Apple-Valley, County of Board of Supervisors etc. to acquire property and enrich themselves by weaponizing our legal system. His involvement with Probate divisions in particular when our legal system is used instead of eminent domain or reverse condemnation are used as they have done in Our Probate case PRO067969 in Riverside County.
Attorney Bortnowsky will and has falsified documents deeds and more to accomplish his goal. He misuses county / state/federal funding to accomplish his deals - we don't even know where the money is going due to it not being tracked or appropriately accounted for. Please forward all records showing the request and approval for the $25,000, twenty-five thousand dollars used to so call purchase the three parcels from Vivian Macon in February 4, 2006, and receipts thereof. Send copies of private and public hearings, discussions etc. on this matter. Also provide how it was reported and accounted for in the Auditors Office.
