Subject:

Acceptance of 2020 and 2021 San Bernardino County Homeland Security Grant Program Recommendation:

That the Honorable City Council:
(1) Adopt Resolution No. 23-098 accepting the awards of the 2020 and 2021 San Bernardino County Homeland Security Grant Program in the total amount of $50,729 and amending the FY23-24 budget for revenue and expenditures for said grant awards; and
(2) Authorize the City Manager or his designee to execute all grant related documents necessary to secure said grant funds and to implement and carry out the approved purchase specified in the quote.

Fiscal Impact:

The awards of both grants from the San Bernardino County Homeland Security Grant Program (HSGP) were not known at the adoption of the FY23-24 budget. This award will increase the revenue in the Federal Grants fund in the amount of $50,729 and will increase the expenditure appropriation in the Federal Grants fund in the same amount.

There is no requirement to match both grant funds, however, the proposed purchase exceeds the amounts awarded. The remaining $45,438.29 will be funded from account no. 1002010-52220-96028, Equipment Expenses-Radios.

Strategic Plan Goal:

Strategic Plan Goal B – Public Safety – Implement public safety strategies to support a thriving and growing community. Providing the proper equipment to Fire’s personnel decreases response time and enhances the service provided to our community.

Background:

The San Bernardino County Office of Emergency Services informed the Fire Department that there are two HSGP grants which the Fire Department submitted project proposals in 2019 and 2020. Both grants are still open and we still qualify for them as long as we do not change the original project proposal items. The original proposals that were submitted are for portable radios.

Discussion:

HSGP FY20 was awarded for $26,550 and HSGP FY21 was awarded $24,179. Because various radio purchases were included and approved in the FY23-24 budget, we are proposing to use the grants for mobile and portable Motorola radios for the three new transport capable squads that were approved during the September 19, 2023 City Council meeting and for the Tiller Ladder Truck. Motorola is offering their products at a discounted rate until December 2023. The Fire Department would like to take advantage of the discounted rate and the grants for something that would have to be purchased in the future regardless. Attachment B is the quote for nine portable radios and four mobile radios from Motorola in the amount of $96,167.29. The nine portable radios are for the crews manning said vehicles, each squad consist of two firefighters and the truck has three. The four mobile radios are installed within the vehicles and stay there. Motorola is the only radio provider, therefore qualify as a sole source and additional quotes are not required. The radios are in stock and should be received prior to the San Bernardino County deadline of April 9, 2024.

Staff is available to answer any questions the Council may have.
