Subject:
Approve Amendment Two to the General Services Provider Standard Agreement for Unarmed Security Guard Services, Project CC22-111
Recommendation:
That your Honorable City Council approve Amendment Two to the General Services Provider Standard Agreement to Alltech Industries, Inc., for unarmed security guard services, Project CC22-111, increasing the total not to exceed compensation by $4,900 to $217,283.36.
Fiscal Impact:
This amendment requires no additional appropriation. There are sufficient funds available for this amendment and will be paid from 1001220-52300 (City Council Contract Services).
Strategic Plan Goal:
This item aligns with Goal A: Financial Sustainability – foster fiscal health through disciplined long-term planning, cost control, increased revenues, and cost recovery.
Locking in our vendors and suppliers on multi-year annual contracts ensures pricing stability and continued service levels.
Background:
On June 20, 2023, the City Council approved the Annual Supply and Services Agreements to various vendors and suppliers for Fiscal Year 2023/2024. Included in the Annual Supply and Services Agreements were unarmed security guard services with Alltech Industries Inc. in the amount of $192,144. The City’s contract with Alltech Industries, Inc. was subsequently amended to $212.383.36 to provide unarmed security guards to Hook Community Center in addition to the other City facilities already monitored. The City’s Purchasing Policy relative to General Services Contracts does not 3 3

allow the City Manager to execute this small increase as the total cumulative amount of the contract exceeds $125,000.
Discussion:
Over the last six months, several security enhancements have been implemented to ensure the safety of City employees, public officials, and the general public visiting or conducting business at City Hall. As such, two metal detectors were recently purchased and will be utilized at the main entrance of City Hall and the entrance to the City Council Chambers. The unarmed security guards from Alltech Industries Inc. will operate these metal detectors to prevent weapons and/or contraband from entering City Hall and the City Council Chambers. The Sheriff’s deputies will also assist during official meetings.
The metal detectors will improve the ability to deter, detect, and respond to potential acts of violence. This amendment will provide unarmed security guards during the City Council and Planning Commission meetings. Because unarmed security guards are already assigned at the main public entrance, they will conduct these screenings at no additional costs.
Staff developed a Procedure Manual for the metal detectors, which includes operating procedures, scanning procedures, and a detailed list of unauthorized items. The Procedure Manual will be provided to the unarmed security guards to ensure the screening process is conducted correctly. The unarmed security guards will operate the walk-through and hand-held metal detectors at City Hall during normal business hours and the City Council Chambers entrance during scheduled meetings.
Staff recommends that the Honorable City Council approve Amendment Two to the General Services Provider Standard Agreement to Alltech Industries, Inc., for unarmed security guard services. Staff remains available for any questions or comments you may have.
