y name is Dr. Sharon Green, Pastor. I am the Founder and Executive Director of Victor Valley Family Resource Center (VVFRC). This correspondence is a response to the “Request for Assistance with Landlord Harassment” letter that was submitted for Public Comment on the November 7, 2023 Council meeting. The letter was submitted from our former probation client and a current unauthorized tenant, Jamil Tucker. He is currently “squatting” in the residence since approximately August 26, 2023, located at 15768 Choctaw Street Victorville, CA 92392.

egarding Mr. Tucker's claims of continuous harassment and intimidation by Dr. Sharon Green since July 2023, it is crucial to clarify that Dr. Green is a 5'2", 65-year-old woman, while Mr. Tucker is a 6'8", 37-year- old man with a criminal history of domestic violence, which is a matter of public record.

n July 10, 2023, Dr. Green received a desperate email from Mrs. Stevevonna (Evans) Tucker who advised VVFRC that she and her three children (18, 14, and 5) w ere vacating the Choctaw property due to Mr.
Tucker’s alleged physical abuse against her and her son. Due to his criminal background, and VVFRC staff being mandated reporters, a call was made to his probation officer , Officer Troy Brown , to report possible child abuse.

n July 20, 2023, Officer Brown contacted VVFRC stating that he was glad to receive the call from the agency because he had been looking for Mr. Tucker . Officer Brown stated he never reported his change of address and asked us to meet him at the Choctaw location. Mr. Tucker refused to open the door for the probation officer and called one of our staff members, Mr. Fred Howard, asking, “Mr. Fred, what should I do, probation is here.”

Mr. Howard, learning of the address issue, advised Mr. Tucker he should open the door. Officer Brown and four other Probation Officers were already inside the property and conducting a search when VVFRC’s staff arrived. While searching the premises, Probation discovered shotgun/shells in the garage, which Mr. Tucker indicated he knew were there. Mr. Tucker was arrested and escorted off the Choctaw property by law enforcement for probation violations. Before being removed from the home, Mr. Tucker was served a 3-Day Pay or Quit from VVFRC.
The assertion that VVFRC turned off utilities to harass Mr. Tucker is unfounded. To address the issue with the utilities, these are the facts before us. Mrs. Stevevonna (former Councilwoman for Adelanto) provided the Executive Director of Victor Valley Family Resource Center with a letter, via email, indicating she was experiencing physical abuse at the hands of Mr. Tucker . She alleged that she was hit in her mouth/lip and choked out her son, prompting her departure from the property. The email indicated she moved out as a direct result of being in fear for her life and that of her children. Mrs. Stevevonna voluntarily left the property as described in her email. After the property remained vacant for 30 days , VVFRC called the utility companies to cease utilities at that address. VVFRC had a prior incident at this property whereby there was extensive water damage due to water being “on” inside the premises while the house was vacant. The house was flooded to the point that the tub in the upstairs bathroom fell through the ceiling, and flooding was to the degree water was running from the house onto the street. There was a substantial cost for repairs, however, the house was fully renovated. It was VVFRC’s history with this extensive damage that was the catalyst for turning off the utilities. Just to note - After full renovations were complete (new paint, carpet, tile, new appliances, upgraded lighting, etc.) the Tuckers moved back into the newly renovated residence. Despite this, the Tuckers never paid rent. Arrangements after arrangements were made however, VVFRC never received money toward rent as of the date of this document.
Regarding Mr. Tucker's allegations of harassment by " gangbangers," Mr. Tucker was a client of VVFRC, housed by probation, working alongside and attending church with the same individuals he now refers to as "gangbangers." In July of 2022, Mr. Tucker was a client housed by probation (see his housing referral enclosed). Mr. Tucker was housed, attended church with, and distributed food side-by-side with these same staff members and clients whom he called “gangbangers.”

They are helping to feed families in the High Desert and saw them almost daily working in our corporate office in Hesperia. He called and texted these same gentlemen and others several times asking…no…begging for money to bail him out of jail. With the same individuals, Mr. Tucker also attended special events such as gospel concerts and other outings, without complaint.
Moreover, Mr. Tucker implies ongoing grant funding for his housing at VVFRC, which is inaccurate. Records indicate that VVFRC ceased receiving funding for Mr. Tucker on October 20, 2022, by probation. During his probation progress reviews , Mr. Tucker repeatedly failed to make any tangible effort towards securing his vital documents (birth certificate, California ID, Social Security Card, to secure employment and eventually become self -sufficient. Our staff exited Mr. Tucker from the Coordinated Entry HMIS (Homeless Management Information System) system on October 20, 2022, which stores data on residents who are homeless in San Bernardino County and is a prerequisite for funding. As a general policy, Victor Valley Family Resource Center makes every effort to prevent releasing people into homelessness.
Mr. Tucker started volunteering at our Corporate Office , answering incoming calls, and processing applications for High Desert residents. Although he processed the applications, Mr. Tucker was not exposed to VVFRC’s funding sources nor did he know or have access to VVFRC contracts for any of our programs, as that would have fallen outside his scope of responsibility. After receiving his vital documents, which Dr.
Green paid for, VVFRC began to employ Mr. Tucker full-time on December 08, 2022.
Now employed, instead of charging Mr. Tucker rent, he agreed to move from the Oakwood Transitional House to our Parkridge Senior House so our senior clients would not be alone at night. This also allowed Mr. Tucker to work and save his money. During this time the VVFRC staff provided him with support and navigation to form an LLC to become self -employed. Former Adelanto Councilwoman Stevevonna Evans began contracting with VVFRC on January 17, 2023. About this time, she also began attending Higher Praise Tabernacle, where Pastor Sharon Green pastors.
In March 2023, Mr. Tucker and Ms. Evans asked to meet with the Pastors. During that meeting, they informed them that they were dating and wanted to get married. Pastor Sharon Green advised them to take time to get to know each other first.

However, in l ess than two weeks, Ms. Stevevonna Evans (Tucker) purported they were in Las Vegas , got married, and displayed a wedding ring on her finger.
Mrs. Evans (Tucker) was staying with her family and Mr. Tucker was staying in our senior’s house and wanted to find a place that they could afford. A decision was made to rent the Choctaw property to them. They agreed to pay $2800.00 per month for rent and pay for all utilities. The house was a 2-story, 2692 sq. ft. 5 bed, 4 bath newly renovated home . The house was fully furnished with beds, furniture, a Washer, Dryer, refrigerator, linens, dishes, and cookware. With both tenants receiving paychecks from VVFRC , as well as additional income from selling insurance, and both attending their Pastor’s church, a degree of confidence was established that they would be both willing and able to pay r ent and utilities . Both parties signed the lease agreement on March 21, 2023 (see attached document ). Due to the relationship between Mr. Tucker, Mrs .
Tucker, and VVFRC, they were allowed to move in with a promise to pay the deposit on April 7, 2023 and the 1st month’s rent with their April 22, 2023, payroll checks. The deposit was paid as promised, however, no rent payments were every received. Mr. Tucker subsequently abandoned his job at VVFRC on May 22, 2023, after 3 consecutive days of no-call/no-show. He received a letter confirming his termination.
On June 3, 2023, timestamped at 2:27 pm, a text from Mrs. Stevevonna Evans Tucker stating “he hit me for going out last night then when Cam saw my lip this morning he went off. So I have the boys taking some of their stuff out now to take them to my mom’s then I’ll come back to figure out my stuff ” We exchanged a couple more texts and I told her I would send Mr. Fred Howard (VVFRC staff) over to the house because Mr.
Tucker was already speaking to him via phone. According to Mr. Howard, Mr. Tucker admitted that he had both hit Mrs. Stevevonna and “ choked out” her son because her son had pushed him. On June 3, 2023, his Probation Officer regarding the text messages . On the same day at 7:53 pm , Mrs. Stevevonna was texted to make sure that she was safe. She responded that she had turned his phone off that “he was plotting with his cousin to retaliate on her with.” I responded, please stay safe . I also offered her and her children housing at one of our other homes to keep them safe.
On June 22, 2023, I met with both Mr. Tucker and M rs. Stevevonna at the church to discuss their failure to pay any of their rent. Mr. Tucker said he knew that he should not have walked away from his employment, but if VVFRC worked with them, he would make sure that he would pay everything that they owed.

After much consideration, it was decided that it was in the best interest of the organization to move forward with an eviction. I served Mrs. Stevevonna a 3-day pay or quit notice on July 1, 2023.
On July 10, 2023, I received an email stating that M rs. Stevevonna and her children had “vacated the property located at 15768 Choctaw St. “due to being in fear for their lives. We have been threatened with physical harm and calling CFS by Jamil Tucker .” (see attached document ) Because all VVFRC staff are Mandated Reporters, I forwarded the email to his Probation Officer. I received a phone call from Probation Officer Brown, stating he had been trying to locate Mr. Tucker because they had gone to his last reported address, and he was not there. On July 20, 2023, Mr.
Lastly, according to California Civil Code Section 1951.3, “a landlord can retake possession of a rental property once abandonment occurs if he has documented evidence of past due rent, canceled or disconnection of utilities, an empty unit, abandoned belongings, and witnesses to the tenant's move. The lessor may give a notice of belief of abandonment to the lessee pursuant to this section only where the rent on the property has been due and unpaid for at least 14 consecutive days and the lessor reasonably believes that the lessee has abandoned the property. The date of termination of the lease shall be specified in the lessor's notice and shall be not less than 15 days after the notice is served personally or if mailed, not less than 18 days after the notice is deposited in the mail.” Because Mrs. Stevevonna had removed all their personal property from the premises, Mr. Tucker was still incarcerated, AND they failed to pay rent for five months, it was reasonable to conclude the tenants had no intention of returning to the property. On August 1, 2023, a Notice of Abandonment according to the above -referenced California Civil Code (see attached document four) providing them until August 18, 2023, to notify me that they did not intend to abandon the property and the rents brought current.
I did not receive notification nor were any payments made toward past-due rents.
VVFRC’s staff would continuously check on the property since they vacated to property. On August 21, 2023, at 8:41 am, VVFRC’s Housing Director made her regular rounds to check the house. When she arrived, Mr.
Tucker was camped out sleeping on the front porch . She advised him that he could not sleep there. She explained that she would take him to the Oakwood House until Monday, but then the staff would find him alternative housing. He refused the [free] housing saying, “Someone was coming to pick him up”.
During a subsequent house check, approximately a week later, it was determined he had climbed the exterior fence and gained access to the Choctaw residence.

When Mr. Howard asked how he got in, he said that he had gotten keys to the garage door from Ms.
Stevevonna Evans Tucker to re-enter the home. VVFRC’s keys no longer unlocked the door and Mr. Tucker now had access to it. This lock was changed by someone other than authorized VVFRC staff.
As described above, Mr. Tucker and Mrs. Stevevonna Evans (Tucker) violated the State Civil Code 1951.3 by illegally re-entering the Choctaw home. The water was turned off because the tenants abandoned the property, and it was left vacant for over 30 days. Mr. Tucker was offered temporary housing at our Oakwood house he could be placed in alternative housing to avoid this entire incident. Instead, Law Enforcement and Code Enforcement forced VVFRC to turn on the water for him, although he has no financial means to pay the expenses that he is incurring.
November 3, 2023, three members of the VVFRC staff went to the Choctaw property because it appeared that the property was once again vacated. Upon entering the house, the staff saw Mrs. Stevevonna Evans Tucker and her son in the house sitting down and watching TV. We observed her jumping up to run into the downstairs suite. However, we realized that we saw her. Our staff observed children’s shoes near the front entry door indicating her children had accompanied her. Then she opened the door and told Mr. Tucker we wanted to speak to him. After a few minutes, Mr. Tucker emerged from the bedroom. R esponding to Mrs. Stevevonna Evans Tucker’s comment, I responded, “No I don’t, I will proceed with what I need to do legally.” Her son greeted me, and I responded to his greeting. VVFRC staff left without incident or further conversation. A reasonable person could conclude that Mrs. Stevevonna and Mr. Tucker are back together as a couple. She is no longer fearful for her or her children’s life. A reasonable person could conclude that this couple planned to commit fraud against VVFRC , never having the intent of paying rent , and will continue to “squat” in the property for several more months until this process comes to an end with a default judgment.
Nonetheless, both tenants abandoned the property. Both tenants are now residing in the property. The lock was changed by one or both tenants to gain entrance to the property illegally. Mr. Tucker has escalated this situation by willfully and intentionally defaming VVFRC and Dr. Sharon Green, in a public setting. His actions can have irreparable harm on our ability to continue to provide 92 beds, meals, and other services the unhoused in Victorville, offer food baskets during this holiday season and provide rental and utility assistance to our community and your constituents.

At this point, Mr. Tucker, and Mrs. Stevevonna Evans's (Tucker) failure to pay r ent for eight months has caused substantial psychological, emotional, and financial stress on me.
As a 65-year-old senior, I have had to forego several of my paychecks to sustain the rental payment on that property. I am now dealing with his lies and unfounded innuendos to target my reputation and to cause detriment to the funding provided through this city. The fact that Mr. Tucker and his family have targeted seniors, in the past, to abuse and traumatize them is another violation of the law (with special circumstances).
The fact that Mrs. Evans Tucker’s grandfather had to evict her unpaid year for more than a year, and had one of our senior clients with severe health conditions babysit ting is a major problem. I contacted Law Enforcement and told them that he should be removed. Their refusal indicates that the City of Victorville has assisted him with antagonizing and abusing elderly tax-paying citizens. They have also aided in their violation of State Civil Laws. I need them removed immediately, otherwise, the City of Victorville is willfully participating in Elderly Abuse.
Lastly, Mr. Tucker has not attempted to find employment since his release from incarceration. Neither he nor Mrs. Stevevonna Evans (Tucker) ever paid rent even though they both had the financial means to do so. To mention that Victorville ’s Community Development Block Grant (CDBG) was meant to assist people like them is a misconception. There are no government funds that are issued to assist residents who never requested assistance with rent. Neither are there funds that pay rent because the applicant chose not to pay rent. Lastly, there are no funds that will pay residents' rent for eight months because they assume that they have an entitlement to live in someone’s home for free.
I am requesting your assistance in removing Jamil Tucker Stevevonna Evans (Tucker) and any other unauthorized person from 15768 Choctaw Street Victorville, 92395. Doing so will help them to understand that they cannot abuse seniors or live without paying the debts that they incur.

Eviction: Tenant Moved Out Without Notifying Landlord
In some situa�ons, a landlord may realize that a tenant appears to have moved out of a property without no�ce, either in the middle of an evic�on case, or just any �me, even if the landlord has not started or considered star�ng an evic�on case. The landlord must be careful to make sure the tenant has in fact really moved out, and depending on the situa�on, the landlord may need to take a number of steps.
If the tenant seems to have moved out a�er the evic�on case was already filed in court If the landlord has already filed the unlawful detainer papers at court, and the tenant moves out before the trial, the landlord has 2 choices:
Dismiss the case, or
Ask the court to convert the case to a regular civil case for damages to collect back rent in the amount requested in the unlawful detainer complaint.
To request a dismissal of the case, file a Request for Dismissal (Form CIV-110PDF file type icon).
If the landlord does not dismiss the case or ask that it be changed to a regular civil case for damages, the tenant may go to the trial and ask the court to dismiss the case because he or she has already moved out. If the tenant wins, he or she may get an award of costs for having to come to court for the trial when the case should have been converted to a regular civil case or dismissed.
If the tenant seems to have moved out and the landlord has not filed an evic�on case in court If rent is 14 or more consecu�ve days overdue and the landlord has good reason to believe that the tenant has moved out without le�ng the landlord know, this is called “abandonment.”
If this happens, the landlord can send the tenant a No�ce of Belief of Abandonment that includes the name of the tenant and the address of the rental unit. It must also say that this is a “No�ce of Belief of Abandonment” and say what date the landlord is ending the lease or rental agreement. The date must be at least 15 days a�er the landlord serves the no�ce in person, or 18 days a�er he or she serves the no�ce by mail. The landlord must also sign and date the no�ce.
The tenant has 15 days if served in person, or 18 days if served by mail, to send the landlord a response telling the landlord that he or she has not abandoned the premises, or to pay the landlord all or part of the rent that is owed.
If the tenant does not answer the no�ce, the landlord can move the tenant’s belongings out and rent the place to someone else without having
to file an unlawful detainer case.
