Memorandum of Understanding with the Victor Elementary School District for One (1) Additional School Resource Officer
Recommendation:
That Your Honorable City Council:
(1) Approve the Memorandum of Understanding (MOU) by and between the City of Victorville and the Victor Elementary School District (VESD) for one (1) additional School Resource Officer (SRO);
(2) Authorize the City Manager or his designee to process all documents required for the agreement; and
(3) Approve Resolution 23-103 amending the annual budget for Fiscal Year 2023-2024 for increased revenues in the amount of $154,102.85 for such agreement.
Fiscal Impact:
The additional SRO for VESD is an increase of $154,102.85 from the previous MOU. The VESD will reimburse the City for their respective share of costs for one (1) additional SRO at 100% in the Police Reimbursement account (1002001-47230-50012).

This item aligns with Goal B: Public Safety – focus on implementing public safety strategies to support a thriving and growing community.
Background:
In September of 2023, the VESD requested to add one (1) additional SRO, increasing the SROs assigned to the District to four (4). The SRO assigned to VESD will provide additional support to all the schools within the District by proactively supporting and maintaining safe and secure school campuses. This additional SRO will not be assigned to one specific school but instead will be assigned to the VESD for monitoring after-school programs and traffic enforcement.

Discussion:
The MOU with VESD will commence on January 3, 2024, and remain in effect through June 30, 2024. The attached MOU with VESD represents the SRO working in and around the District to provide a safer learning environment. The MOU serves as the mechanism to gain reimbursement for using said services, effectively offsetting the San Bernardino County Sheriff’s Contract. VESD has agreed to fund this position at 100% of the cost. The MOU with VESD will pay 100% of the cost to provide one (1) additional San Bernardino County Sheriff’s Deputy, the cost of one (1) additional Marked Unit, one (1) additional HT Radio, vehicle and maintenance and other administrative expenses in the amount of $154,102.85 for the remaining fiscal year.
The cost for the additional SRO is calculated from the San Bernardino County Sheriff’s Contract between the San Bernardino County Sheriff’s Department and the City. Although the Schedule A is not being amended for an additional SRO, the SRO assigned to VESD will be shifted from the Patrol Division for monitoring after-school programs and traffic enforcement.
Staff recommends that the Honorable City Council approve the MOU by and between the City of Victorville and the VESD for one (1) additional SRO, authorize the City Manager or his designee to process all documents required for the agreement and approve Resolution 23-103.
