Discussion:

City Council Policy and Procedure Manual, Chapter 9, Section 1B, states:
“On or before December 31st of each year, the City Clerk (or such other staff as the Council may designate) shall prepare and provide to the City Council an appointments list of all regular and ongoing commissions, committees, and boards appointed by the Council and the terms of the members of such boards, committees, and commissions that will expire during the next calendar year as required by Government Code Section 54970 et seq., also known as the Maddy Act. City Council Resolution No. 13-049 identifies that the normal term of each regular committee member shall be four years, more or less, and shall be coterminous with the term of office of the nominating Councilmember. As such, in years when a City Council election takes place, all seats on commissions, committees, and boards for newly elected Councilmembers will be open for nomination and appointment. In years when there is no City Council election, only those seats that are unfilled will be open for nomination and appointment. Such 3 3

nominations must be confirmed by a majority vote of the full membership of the City Council in order for an appointment to occur. The Presiding Officer shall facilitate appointments in accordance with nomination and appointment procedure set forth in Chapter 2, points 1-6. To the extent a Councilmember’s nominee for a specific commission, committee, or board does not obtain the requisite affirmative votes, such Councilmember will be given the opportunity to nominate up to three (3) other individuals, either at the same meeting or at subsequent meetings. In the event a Councilmember’s subsequent three (3) nominees are not confirmed by a majority vote of the Council, then the City Council shall appoint a commission, committee, or board member using the same procedures set forth herein. Unscheduled vacancies shall be filled in accordance with Government Code Section 54974. Such unscheduled vacancy appointments shall be coterminous with the appointing Councilmember’s term of office as provided for in City Council Resolution No. 13-049.” The Community Services Advisory Committee is the only Committee that has a vacancy needing to be filled as the below Committees have terms of office that are coterminous with the term of office of the nominating councilperson.

Planning Commission:

The Planning Commission is scheduled to meet every second Wednesday of every month at 5:00 p.m. to review and act on all land use applications and proposed projects developed in the City. Victorville Municipal Code Section 2.12.020 Planning Commission Terms – Regular members states:
“The normal term of each regular commission member shall be four years, more or less, and shall be coterminous with the term of office of the nominating councilperson. The appointee shall be approved by a majority of the council. The term of any regular member is automatically extended for not more than ninety days pending the qualification of his successor.” Community Services Advisory Committee:

The Community Services Advisory Committee (CSAC) is scheduled to meet on the third Monday of each month at 5:00 p.m. to discuss and provide input on topics related to community programs and services, recreation activities and events, as well as park facility development. Traditionally the term of office for the CSAC runs with the term of office of the appointing Councilmember.

On June 28, 2023, staff was advised that Mayor Pro-Tem Becerra’s representative to the CSAC, Brandan Dixon resigned from the Community Services Advisory Committee due to him moving out of Victorville. On June 28, 2023, in accordance with Government Code Section 54974 a notice of unscheduled vacancy was posted. That posting allows the City Council to take action to fill this vacancy 10-days after posting of the notice 3 3

Community Revitalization Investment Authority (CRIA) Board:

In 2015, the State legislature approved Assembly Bill 2, which authorized local government agencies to form a Community Revitalization and Investment Area (CRIA).

A CRIA can finance the revitalization of disadvantaged communities through planning and financing infrastructure improvements, economic development activities, and affordable housing using property tax increment contributed by eligible, consenting taxing entities. All actions required in the process of forming a CRIA are outlined in Government Code (GOV) Sections 62000 through 62208.

The CRIA Board does not currently have an established meeting schedule, however, regular, reoccurring meetings will be set once the CRIA Plan has been adopted.

ADDITIONAL COMMITEES:

The following committees require the City Council to designated two members of the City Council every year to serve on the committee. These committees must be filled in order to meet reporting deadlines.

Audit Committee:

The Audit Committee historically has two members of the City Council who participate in the review of the annual audit. Pursuant to California Government Code 53891 the City’s Annual Comprehensive Financial Report (ACFR), is required to be submitted to the State Controller’s Office no later than January 31 of each year.

The Community Planning and Development (CPD) Grants Subcommittee (Formerly CDBG Subcommittee):

The Community Planning and Development (CPD) Grant Subcommittee meets once yearly to determine allocation of the upcoming years CDBG/HOME/CalHOME/NSP new funding or funding reallocations. However, when new Federal/State funding is provided to the City the subcommittee will meet as needed. This subcommittee is made up of two members of the City Council and one member of the Executive Management / Management Team who determine program and project priority of each applicable grant funding source and formulate recommendations for presentation to the City Council regarding Federal and State grant funding distribution.

The City Council re-affirm the appointees to the City’s Committees as the term of office is coterminous with the term of office of the nominating Councilmember and open nominations by newly elected Councilmembers.
