Revisions to City Council Policy CP-12-01 Expense Reimbursement Policy Recommendation:

Background:
At the City Council meeting of September 19, 2023, it was moved by Mayor Jones, and approved by a majority vote to agendize an item for discussion and possible action regarding updating Council Policy CP-12-01, Section 5, related specifically to meal per diem maximum allowances during travel. At the meeting of November 7, 2023, it was moved by Mayor Jones, and approved by a majority vote, to strike the current per meal allowance in favor of a maximum per day meal allowance of $100, including tax and a maximum gratuity of 15%. Additionally, at the November 7, 2023, meeting, it was moved by Mayor Pro-Tem Becerra, and approved by a majority vote, to have the City Manager and staff revisit the City Council Policy and Procedure Manual along with CP-12-01 and bring back to the council areas that are either outdated or need to be updated.
Discussion:
This item is being presented to Council so that Council can further discuss updates to Council Policy CP-12-01. Staff has updated Council Policy CP-12-01 to reflect the changes approved at the November 7, 2023, meeting, along with staff recommended updates to said policy. The entire City Council Policy and Procedure Manual will be brought back to the City Council in March 2024, as requested.
