Consideration of proposed City Council Resolution No. 23-104 adopting revisions to the City of Victorville City Council Policy and Procedures Manual regarding the annual City Council reorganization procedure
Recommendation:
That the Honorable City Council: (1) Review and Consider the Proposed Revised City Council Policy and Procedures Manual; and (2) Adopt Resolution No. 23-104.

Background:
The City Council Policy and Procedures Manual (the “Manual”) was originally adopted on October 3rd, 2017 and revised by further resolutions on September 4th, 2018; October 1st, 2019; June 23rd, 2020; March 16th, 2021; May 17th, 2022; October 4th, 2022; March 7th, 2023; March 21st, 2023; April 4th, 2023; and May 16th, 2023.
Discussion:
At the December 5, 2023 City Council Meeting, after two rounds of voting as currently provided in Chapter 2 of the City Council Policy and Procedure Manual (the “Manual”), the City Council agreed to once again consider changing certain provision of the Manual to limit the term of the Mayor to two (2) consecutive terms. A similar change was adopted on October 1, 2019, and at that time was made to be effective commencing in the next calendar year.

Accordingly, the proposed revisions to the Manual have been drafted in a manner consistent with the prior precedent; however, any decision as to how this is to be implemented is at the discretion of the City Council.
In addition, the City Council wanted to consider adding a provision that would have the then sitting Mayor Pro Tem assume the seat of the position of Mayor (assuming the Mayor Pro Tem was willing to do so) in the event there was no consensus as to who should be the Mayor. The proposed revisions to Section 2 of the Manual are now being presented for City Council consideration.
