Fiscal Impact:
There is no fiscal impact associated with this item.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map No. 15310 (Tract 15310) is a 6-phase tract map that includes a total of 221 residential parcels located on the northwest corner of La Mesa Road and Mesa Linda Avenue. In 2007, Standard Pacific Corporation, as the subdivider for Tract 15310, recorded the map after entering into a Subdivision Agreement and posting securities for the required public improvements. Standard Pacific Corporation constructed most of the public improvements and a total of 100 homes before construction stopped when the Great Recession affected the residential market. The undeveloped lots were vacant until 3 4
3 3
Frontier Communities (Frontier) acquired and began developing the tract in November of 2017.
Discussion:
Per the Subdivision Improvement Agreement recorded on November 15, 2017, Frontier was required to complete the sewer and street improvements. On January 21, 2020, the City Council accepted the street & sewer improvements for Phases 5 and 6; as such the remaining 20% of the faithful performance securities and the full labor & materials securities can be released.
On December 20, 2023, Frontier completed the outstanding street improvements in Phases 1, 2, and 3. At this time, staff is recommending the release of 80% of the street faithful performance securities for Phases 1, 2, and 3 and that the street improvements be accepted for maintenance. Per Victorville Municipal Code Section 17.64.070(4), the remaining 20-percent of the Faithful Performance securities are to be held for a one-year warranty period and the Labor & Materials securities will be held for a 6-month period.
Additionally, the required monumentation for the entire tract has been completed.
Monumentation of a tract is the process of placing markers on a surveyed area of land to determine the boundaries of the tract. Monumentation also includes the points of street centerline and right-of-way intersections, the beginning and end of curves, and lot/parcel corners. The engineer of record for Tract 15310 has completed the required monumentation and has received full payment from Frontier. Therefore, it is recommended that the monumentation securities be released in their entirety at this time.
Staff appreciates Frontier for being a great development partner. In addition to completing the undeveloped tract, Frontier complied with all the City’s Punch List including the slurry- sealing of the entire tract.
Staff remains available for any questions the Council may have.
