Subject:
Consideration of proposed City Council Resolution No. 24-020 adopting revisions to the City of Victorville City Council Policy and Procedures Manual.
Recommendation:
That the Honorable City Council:
(1) Review and consider approving the Proposed Revised City Council Policy and Procedures Manual by adopting Resolution No. 24-020; or (2) Continue this item to a future meeting in order to further review and consider the currently proposed City Council Policy and Procedures Manual revisions; or (3) Consider scheduling and holding a workshop to study and provide further review and/or revisions to the City Council Policy and Procedures Manual.

There is no fiscal impact associated with this action.

Background:
The City Council Policy and Procedures Manual (the “Policy Manual”) was originally adopted on October 3rd, 2017, and revised by further resolutions on September 4th, 2018; October 1, 2019; June 23, 2020; March 16, 2021; May 17, 2022; October 4, 2022; March 7, 2023; March 21, 2023; April 4, 2023; May 16, 2023; and December 19, 2023.
Discussion:
At the November 7, 2023 City Council meeting, the City Council directed staff to review the Policy Manual and suggest proposed revisions to improve and enhance the 3 0

effectiveness of the Manual to be brought back to the City Council for consideration in March 2024.
In response to the City Council’s request, staff solicited comments from the City Council and proposed certain revisions. A redlined version showing all the proposed changes to the Policy Manual version last adopted in December of 2023 is Attachment B hereto; and a clean version is Attachment C. An adopting Resolution is also provided in Attachment A.
Given the large number and detailed nature of the proposed changes, should the City Council desire additional time to consider and review the proposed revised Policy Manual, three alternative recommendations have been provided. Desired action is at the discretion of the city Council.
