Submitted By:
Fredy Bonilla, City Engineer
Subject:
Revised Measure I Five-Year Capital Improvement Plan
Recommendation:
That the Honorable City Council adopt Resolution No. 24-019 approving a Revised Measure I Five-Year Capital Improvement Plan for Fiscal Years 2023/2024 through 2027/2028.
Fiscal Impact:
The adoption of the Revised Measure I Five-Year Capital Improvement Plan has no direct fiscal impact. Capital projects, purchases, maintenance, and operation expenses funded by Measure I, Fund 250, will be in accordance with the approved Fiscal Year 2023/2024 City Budget, and subsequent amendments to the budget, as required.
Strategic Plan Goal:
The Revised Measure I Five Year-Capital Improvement Plan aligns with Goal E, Strategy 11 in the City of Victorville Strategic Plan 2023-2026 “Invest in Infrastructure.” Measure I funds are used to invest in the preservation, rehabilitation, improvement, and maintenance operations for the City’s roadway system.
Background:
Every year, in accordance with San Bernardino County Transportation Authority (SBCTA) requirements, the City adopts by resolution a Measure I Five-Year Capital Improvement Plan (Five-Year CIP) for all its planned expenditures of Victorville’s local pass-through Measure I funds. In general, eligible expenses for Measure I must be for street and road purposes. Expenses for capital projects, purchases, operations, and maintenance may be included.
On August 15, 2023, the City Council adopted Resolution No. 23-069 approving the current Five-Year CIP (see Attachment D). SBCTA requirements permit flexibility in 3 5

adding and deleting projects or moving funding between projects in a City’s current Five- Year CIP based on the necessities of the jurisdiction. However, for a project to be eligible for expenditure of Measure I Funds, a revised Five-Year CIP reflecting such changes must be adopted by City Council resolution.
Discussion:
Since adopting the current Five-Year CIP, the following events have transpired requiring that the City Council update and revise the plan:
•On August 20, 2023, Tropical Storm Hilary (a 100-year storm event) brought significant rains to the City resulting in storm damage at multiple locations.
Significant damage to a segment of Eucalyptus Street adjacent to the west side of the Oro Grande Wash occurred, resulting in a catastrophic failure of the road and storm drain system.
•On September 5, 2023, the City Council awarded a construction contract to C.A.
Rasmussen, Inc., in the amount of $8,944,073.46 for the Bear Valley Road Reconstruction Project. To award this contract, Engineering Staff reallocated $2 million of Measure I funds from the Mojave Drive Reconstruction project. •On October 13, 2023, the Engineering Department received notification from SBCTA that their Board of Directors approved a $250,000 TDA Article 3 grant for the proposed Village Drive Sidewalk Project. The grant required a local match of $308,000 which will be funded by Measure I funds.
•On January 11, 2024, the City opened bids for the Seventh Street Traffic Signal Modifications Project. The lowest bid was in the amount of $3,996,873 and to move forward with the contract award, which is on tonight’s agenda, an additional $1 million was reallocated from the Mojave Drive Reconstruction project and $450,000 from the Golden Triangle Slurry Seal project.
To address the street and drainage repairs required for Eucalyptus Street, Engineering staff prepared plans to restore the infrastructure to its pre-existing condition. This additional capital improvement project was approved by the City Council as part of the FY 2023/24 mid-year budget review at the February 6, 2024 City Council meeting. The project’s street and drainage improvements will be funded by Measure I, requiring that the project be added to the Five-Year CIP.
On March 18, 2024, C.A. Rasmussen, Inc., began construction related activities on the Bear Valley Road Reconstruction Project. The proposed revision to the Five-Year CIP reflects the change in Measure I funds allocated for Bear Valley Road. A similar update has been made to the recently completed Civic Area Slurry Seal Project.
The Village Drive Sidewalk Project was proposed and added by resolution to the current FY 2023/24 Budget at the November 7, 2023 City Council meeting. Given the current workload, Engineering Staff plans to complete the project in FY 2024/25. The proposed revision to the Five-Year CIP reflects the addition of this project.
Engineering staff will be recommending to the City Council by a separate Written Communication item the award of a construction contract for the Seventh Street Traffic 3 5

Signal Modifications Project for the current fiscal year. This project will receive approximately $1,320,000 of Highway Safety Improvement Program (HSIP) grant funds once Caltrans issues the finance letter for the additional grant funding. The project also includes the installation of a new traffic signal at Village Drive and Puesta del Sol Drive.
This new signal is funded by a $526,500 HSIP grant with a $98,500 local match which is being funded by Street Lighting Fund ($88,500) and Measure I Fund ($10,000). In total, both projects will be receiving $1,846,500 of HSIP funds.
As the City’s Measure I funds are limited, in order to move forward with the five projects discussed above, other planned projects will be deferred. Below is a summary of the projects to be deferred:
•The Golden Triangle Slurry Seal Project will be deferred to Fiscal Year 2024/25.
Engineering staff will advertise the project later this year with an anticipated award in July 2024. The delay is negligible as it will be completed this calendar year. •Emergency projects such as the Eucalyptus Street repair have delayed the completion of the plans and specifications for the Mojave Drive Reconstruction Project. Therefore, it is proposed that this project (consisting of pavement preservation, rehabilitation, and reconstruction of Mojave Drive from La Paz Drive to Highway 395) be deferred to Fiscal Year 2025/26. With this segment of road stretching five miles, the project will require phasing to split the work up over multiple fiscal years. The project phasing will be included in the annual update to the Five-Year Measure I Capital Improvement Plan, which we anticipate completing in August of 2024.
•Ridgecrest Road from Bear Valley Road to Huerta Road, Bear Valley Road from Bellflower Road to Monte Vista Road, and Roy Rogers Drive from Amargosa Road to NB I-15 Ramps pavement rehabilitation projects will not be deferred. The plans and specifications for these projects are further along in design than Mojave Drive.
Engineering staff anticipates advertising these projects in the next fiscal year (2024/25).
•The Air Express Way from National Trails Highway to Phantom West pavement reconstruction project will be deferred to Fiscal Year 2028/29.
In light of the above, Engineering staff has prepared Resolution No. 24-019 (Attachment A) and the proposed revised Measure I Five-Year CIP (Attachment B) for City Council consideration and approval. The SBCTA estimate for pass-through revenue in FY 2023/2024 is $7,319,330. The Revised Five-Year CIP has been updated in accordance with the City’s approved FY 2023-2024 Budget which includes capital projects, vehicles, equipment, operations, and maintenance Measure I expenses. The “projects” listed in the Five-Year CIP include capital improvement projects and equipment. In addition, several categories in the City’s budget which are funded by Measure I are listed. These categories include Cost Allocation; Engineering Services; Streets Engineering; Traffic Signal Maintenance; and Traffic Control (signing and striping). SBCTA Staff has reviewed the proposed update and did not have any comments.
An expenditure strategy, as required by SBCTA, is also included as Attachment C. The strategy provides the policy approach for the use of Measure I funds by the City Council. 3 5

The attached policy is similar to that used in past years and provides flexibility for programming expenses for a variety of needs for streets capital improvement projects, vehicles, equipment, operations, and maintenance.
Staff recommends the City Council adopt Resolution No. 24-019, approving the Revised Measure I Five Year Capital Improvement Plan for Fiscal Years 2023/2024 through 2027/2028. Upon adoption of the attached resolution, staff will forward a copy of the resolution and the Revised Five-Year CIP to SBCTA for inclusion in their planning documents.
Staff remains available for any questions Council may have.
