City Council Policy and Procedures Manual Chapter 9, Section 1B, states:
“On or before December 31st of each year, the City Clerk (or such other staff as the Council may designate) shall prepare and provide to the City Council an appointments list of all regular and ongoing commissions, committees, and boards appointed by the Council and the terms of the members of such boards, committees, and commissions that will expire during the next calendar year as required by Government Code Section 54970 et seq., also known as the Maddy Act. City Council Resolution No. 13-049 identifies that the normal term of each regular committee member shall be four years, more or less, and shall be coterminous with the term of office of the nominating Councilmember. As such, in years when a City Council election takes place, all seats on commissions, committees, and boards for newly elected Councilmembers will be open for nomination and appointment. In years when there is no City Council election, only those 2 9

seats that are unfilled will be open for nomination and appointment. Such nominations must be confirmed by a majority vote of the full membership of the City Council in order for an appointment to occur. The Presiding Officer shall facilitate appointments in accordance with nomination and appointment procedure set forth in Chapter 2, points 1-6. To the extent a Councilmember’s nominee for a specific commission, committee, or board does not obtain the requisite affirmative votes, such Councilmember will be given the opportunity to nominate up to three (3) other individuals, either at the same meeting or at subsequent meetings. In the event a Councilmember’s subsequent three (3) nominees are not confirmed by a majority vote of the Council, then the City Council shall appoint a commission, committee, or board member using the same procedures set forth herein. Unscheduled vacancies shall be filled in accordance with Government Code Section 54974. Such unscheduled vacancy appointments shall be coterminous with the appointing Councilmember’s term of office as provided for in City Council Resolution No. 13-049.” At the Regular City Council meeting of December 19, 2023, the City Council completed appointments to the Audit Committee and the Community Planning and Development Grants Sub-committee as those committees required the City Council to designate two members of the City Council every year to serve on the committee.

Mayor Becerra still needed to make an appointment to the Community Services Advisory Committee as her appointment, Mr. Brandan Dixon had resigned from CSAC on June 28, 2023. On that same date, in accordance with Government Code Section 54974 a notice of unscheduled vacancy was posted. That posting allows the City Council to take action to fill this vacancy 10-days after posting of the notice. During the December 19, 2023 meeting, Mayor Becerra asked staff to open a solicitation for said vacancy.

After reviewing the application received, Mayor Becerra requested to move forward with her nominee for the Community Services Advisory Committee (CSAC) Alyson Mehrhof, so this item is being presented to the City Council for consideration. Mayor Becerra’s nominee’s resume is attached as “Attachment A”.

In order to further the appointment process, staff recommends the City Council consider the appointment submitted by Mayor Becerra for the remaining unexpired term.
