Meeting of: May 7, 2024
Submitted By:
Fredy Bonilla, City Engineer
Subject:
Establish a Four-Way Stop Control for the Intersection of Bear Valley Road and Monte Vista Road
Recommendation:
That the Honorable City Council adopt Resolution No. 24-031, establishing a four-way stop control for the intersection of Bear Valley Road and Monte Vista Road.
Fiscal Impact:
There will be no fiscal impact resulting from the recommended action.
Strategic Plan Goal:
This item aligns with “Goal B – Public Safety” in the City of Victorville Strategic Plan 2023- 2026. Establishing a four-way stop controlled intersection at Bear Valley Road and Monte Vista Road aims to enhance public safety that supports a thriving and growing community.
Background:
Stop signs are a stop control device installed to notify motorists they must come to a complete stop to make sure an intersection is safely clear of other vehicular traffic or pedestrians before passing through the intersection of two or more roads. A multi-way stop control such as a 4-way stop sign is a useful safety measure at intersections when certain traffic conditions exist. In the California Manual on Uniform Traffic Control Devices (CA MUTCD) Section 2B.07 Multi-Way Stop Applications, a warrant methodology is outlined based upon the use of an engineering study to justify the installation of a multi- way stop.
Condition A of the CA MUTCD guidance justifies installation of a multi-way stop control as an interim measure where arrangements are being made for construction of a traffic signal. Condition B of the guidance further justifies the installation of a multi-way stop control if crashes exceed a specified amount in a short-term period and are considered 3 5

correctable through the installation of a multi-way stop control. Condition C lists a threshold where vehicle traffic from each road exceeds specific minimum volumes per hour over an eight-hour period. Lastly, Condition D specifies that where no single criterion of A, B, and C are satisfied, but where the crash experience warrant and minimum values warrant are met to 80 percent of the minimum values, a multi-way stop is justified. Any one of the four warrants must be satisfied to justify the installation of multi-way stop control devices.
The California Vehicle Code Section 21352 and 21355, allows local authorities to erect and maintain any stop sign when determined necessary for the public safety and the orderly and efficient use of the roadway by the public.
The Right-of-Way at the intersection of Bear Valley Road and Monte Vista Road is split between the City of Victorville (City) on the east side and the County of San Bernardino (County) on the west side. Furthermore, Bear Valley Road is designated as Duncan Road on the County’s side. Therefore, coordination with the County Department of Public Works will be required for the installation of a four-way stop control.
Discussion:
Engineering staff conducted a study for a Multi-Way Stop control at the intersection of Bear Valley Road and Monte Vista Road. Engineering staff determined that a multi-way stop control was warranted under Section 2B.07 Multi-Way Stop Applications Condition C. Engineering Staff also conducted a Traffic Signal Warrant study and determined that the installation of a traffic signal is justified under Warrant 1 per CA MUTCD Section 4C.01. Therefore, the installation of multi-way stop control is further warranted under Condition A of the Multi-way Stop Control Warrants as an interim measure for the construction of a traffic signal subject to future funding availability.
Engineering staff contacted the County to propose the installation of a multi-way stop control at the intersection of Bear Valley Road and Monte Vista Road. The County has agreed to install a multi-way stop control in their right-of-way upon approval of a resolution to establish a four-way stop at the intersection of Bear Valley Road and Monte Vista Road.
Pursuant to Section 12.40.010 and 12.40.030 of the Victorville Municipal Code, staff recommends that the City Council adopt Resolution No. 24-031 to establish a four-way stop control at the intersection of Bear Valley Road and Monte Vista Road.
Staff is available for any questions the Council may have.
