Dear Mr. Bonilla:
David Evans and Associates, Inc. (DEA) is pleased to present this letter proposal to conduct “after” pedestrian and bicycle counts at the ten school sites included in the Cycle 1 ATP SRTS project in the City of Victorville and Adelanto. As required for the close-out of the ATP project, the City of Victorville is requesting conducting of the after counts. Work for the project includes the preparation of a letter report that will present the before and after traffic counts.
DEA has assigned Jim Daisa, TE as the Project Manager who will provide overall project management, supervision of the project team, and administrative control. Jim has over 40 years of transportation planning experience.
Assisting Jim in this project will be Rob Kilpatrick, PE/TE. Both Jim and Rob have extensive traffic engineering and transportation planning experience. Jim’s management approach will incorporate the skills he has learned on managing numerous large projects with multiple disciplines and team members.
Attached is a detailed scope of services and engineering fees for the preparation of the traffic counts and letter report. If the scope and fee are acceptable, they can be used as an attachment to the City’s standard agreement that DEA has used in the past with the City.

SECTION 1: SCOPE OF WORK
Task 1 – Project Management/Meetings
This task includes technical and administrative management of the traffic study and participation in internal and external meetings (via phone or Zoom) and/or communication with the project team and/or City of Victorville staff as needed. This task is proposed with a maximum of eight (8) of Project Manager time. If workhours expended approaches said limit Client shall be notified and mutual agreement shall be reached for additional services.
Task 2 – Traffic Counts
DEA will, with the assistance of Newport Traffic Studies, will conduct pedestrian and bicycle counts at the following school sites:
1. Puesta Del Sol Elementary School
2. Mojave Vista Elementary School
3. Village Elementary School
4. Liberty Elementary School
5. Eagle Ranch Elementary School
6. Mesa Linda Middle School
7. Morgan Kincaid Elementary School
8. Adelanto Elementary School
9. Westside Elementary School
10. Columbia Middle School
1. Task 3 – Traffic Count Summary Report
DEA will prepare a traffic study report presenting the before and after counts. The report will include the findings of counts and the necessary exhibits and figures. Work included in this task is the submittal of the draft traffic study report to the City for review, integrating responses to one round of City comments on the draft, and preparing and submitting the final traffic study report to the City.
SECTION 2: ENGINEERING FEES
The following is an outline of the Engineering Fees for the above outlined scope of work. The Fee Breakdown by task, workhours, and hourly rates is attached to this proposal.
Task 1 – Project Management/Meetings $1,600.00 Task 2 – Traffic Counts $1,200.00
Task 3 – Traffic Count Summary Report $2,800.00
Total Fee $5,600.00
Any formal presentations, attendance at public hearings, responses to comments, etc., will be performed as extra work (if authorized by the City) on a time and materials basis using our current standard rate schedule.
