Submitted By:
Robert Clemmer, Fire Chief
Subject:
Budget Amendment for the Fiscal Year 2022 Emergency Management Performance Grant
Recommendation:
That the Honorable City Council adopt Resolution No. 24-046 amending the Fiscal Year 2023-24 budget for the revenue and expenditure of the 2022 Emergency Management Performance Grant program in the total amount of $25,744.
Fiscal Impact:
The award of the Emergency Management Performance Grant (EMPG) through the San Bernardino County will increase the revenue in the Federal Grants fund in the amount of $25,744 and will increase the expenditure appropriation in the Federal Grants fund in the same amount. The grant required a dollar-for-dollar match, the proposed purchase in the amount of $51,430.59 will meet this requirement. The match will be funded from account no. 1002010-52220-96011, Equipment Expenses-SCBA.
Strategic Plan Goal:
Strategic Plan Goal B – Public Safety – Implement public safety strategies to support a thriving and growing community. Providing the proper equipment to Fire’s personnel decreases response time and enhances the service provided to our community.
Discussion:
The San Bernardino County Office of Emergency Services informed the Fire Department that the FY22 EMPG Grant is available with a deadline that is fast approaching. We have the opportunity to use the funds allocated to the City of Victorville of $25,744. The grant does require a dollar-for-dollar match. After staff’s consideration and research, it was determined that the grant should be utilized for Self-Contained Breathing Apparatus (SCBA) equipment. The Fire Department is seeking approval to purchase six (6) SCBA air packs, ten (10) SCBAs masks, and 15 SCBAs cylinders. These three individual items, 3 3

when assembled, are known as SCBA packs. The SCBA packs are needed for our fire personnel to enter any scenario that might expose them to Immediate Danger to Life and Health (IDLH) conditions. IDLH conditions consist of anything that might be hazardous to inhale by an individual, these scenarios might include anything from hazmat, enclosed fires, vehicles fires, and confined space rescue to name a few. The packs allow fire personnel to breathe clean oxygen while they conduct their operations. These are crucial to maintain the safety and health of our fire personnel.
Staff is available to answer any questions the Council may have.
