Amendment No. 1 to the Consultant Professional Service Provider Agreement with 4Leaf, Inc. for Building and Fire Inspections and Plan Review Services, Project ESC24-014 Recommendation:

That the City Council approve Amendment No. 1 to the Consultant Professional Service Provider Agreement with 4Leaf, Inc. increasing the total compensation amount for the Fire portion by $73,248 for Fiscal Year 2023-2024.

Fiscal Impact:

This action will result in a fiscal impact of $73,248. The additional funds were approved during the midyear budget and will be funded from account no. 1002010-52300 – Contract Services, additional appropriations are not required.

Strategic Plan Goal:

Strategic Plan Goal B – Public Safety – Implement public safety strategies to support a thriving and growing community.

Background:
4Leaf, Inc. has been contracted with the City of Victorville dating back to 2019 after transition from the County Fire contract. The goal of the contract is to provide quality plan checks, inspection timeframes, conducting commercial fire inspections as mandated by California and National Fire Protection Association standards. Inspection of assembly, commercial and industrial occupancies is essential in lowering fire risk to occupants. 4Leaf works directly with Victorville Building and Fire Department.

Discussion:

On June 20, 2023, the City Council took action to approve an award of a contract to 4Leaf, Inc. in the amount not-to-exceed of $436,500 ($294,000 for Building and $142,500 for 3 6
3 7
Fire). Staff is requesting an amendment to increase the Fire portion by $73,248 for the remaining of the 2023-2024 fiscal year, totaling to $509,748 ($294,000 for Building and $215,748 for Fire).

When the Fire Department decided to outsource to 4Leaf, Inc. this fiscal year, the intent was to use their services for about a six-month period until the Fire Plan Checker position could be filled. The individual 4Leaf, Inc. assigned to the City of Victorville has worked with the City before and is very knowledgeable of our plan checking process, inspection protocols, software used, and culture. During the same time frame, two Fire Inspector positions were also being recruited and filled, making the Fire Prevention team very new to the Fire Department. The department has extended the use of the 4Leaf, Inc.’s services to help guide the new personnel in Fire Prevention, as well as to help cover shifts when the inspectors have attended required trainings per their job description. Therefore, 4Leaf, Inc.’s involvement with inspections has exceeded what was anticipated resulting in reaching the original amount in the contract prematurely. The average monthly charge is $16,200, exceeding the budgeted amount for Fire. The amendment request is to keep the services 4Leaf, Inc. provides for Fire for the rest of the fiscal year.

Staff is available to answer any questions the Council may have.
