Project Justication
VMUS is currently a wholesale natural gas customer of Southwest Gas Corporation. In January 2022,SWG transportation rates (Total Charges and Adjustments) were increased by 67%. In January 2023, SWGhad an additional increase to transportation rates of 27.5%. VMUS has been absorbing these increasesto minimize rate impacts to its customers. VMUS has determined that interconnecting directly with aninterstate pipeline owned by Kern River Gas Transmission Company (KRGT) will allow for lower supplyand transport costs. VMUS’ annualized expense to construct, support, and operate a bypass facilitythrough an interconnect with KRGT is projected to be signicantly lower than the current rate paid toSWG for comparable service.

Project Number: 74509Project Type: WaterProject Classication: Improvements/Rehabilitation Coat pipes at MWA Turnout 3 and Turnout 6
Project Justication
Coating the pipes at Turnout 3 and Turnout 6 within the Victorville Water District is essential to ensurethe integrity, longevity, and eciency of the water distribution system. The following points outline thejustication for this coating project:

Corrosion Prevention: Pipes are susceptible to corrosion over time due to exposure to environmentalelements and the chemicals present in water. Coating the pipes with corrosion-resistant materialsprovides a protective barrier against corrosion, preventing degradation and extending the service lifeof the pipes. This proactive measure helps maintain water quality and reduces the risk of leaks orfailures in the distribution system.

Infrastructure Protection: Turnout 3 and Turnout 6 are critical components of the water distributioninfrastructure within the Victorville Water District, responsible for delivering water purchased from theMojave Water Agency to various zones within the city. Coating the pipes ensures the structuralintegrity of these vital components, reducing the risk of damage, deterioration, or structuralweaknesses that could compromise the reliability and eciency of the water distribution system.

Maintenance Reduction: Coating the pipes minimizes the need for frequent maintenance and repairs, resulting in cost savings and operational eciencies for the Victorville Water District. By protectingthe pipes from corrosion and environmental damage, the coating project reduces the frequency of Coat Pipes at MWA Turnout 3 & 6
Water Department, FY2024 - 2025

maintenance interventions, downtime, and associated costs, allowing for the uninterrupted andreliable delivery of water to customers.

Environmental Protection: Coating the pipes contributes to environmental protection by preventingleaks, spills, or contamination incidents that could harm ecosystems and water resources. Theprotective coating creates a barrier that reduces the risk of corrosion-related leaks and ensures thesafe and ecient conveyance of water through the distribution system, minimizing environmentalimpact and promoting sustainability.

Project Justication
The enhancement and outtting of the 3rd booster at the 395 Booster Station in the Victorville WaterDistrict are imperative to bolster operational resilience, optimize water distribution eciency, and meetincreasing demand. Here's why this upgrade is essential:

Operational Resilience: The 395 Booster Station plays a pivotal role in ensuring consistent and reliablewater supply to residents and businesses within the Victorville Water District. Upgrading andouttting the 3rd booster will enhance the station's operational resilience by providing redundancyand backup capacity, mitigating the risk of service disruptions during peak demand periods orunforeseen operational challenges.Improved Water Distribution Eciency: The addition of a modern and ecient booster pump to thestation's infrastructure will optimize water distribution eciency across the district. By increasingwater pressure and ow rates, particularly in areas with high elevation or long transmission distances, the upgraded booster will ensure equitable water distribution, minimize pressure uctuations, andenhance overall system performance.Capacity Enhancement: As population growth and urban development continue to exert pressure onwater resources, the demand for reliable and ample water supply is on the rise. The upgrade andouttting of the 3rd booster will expand the station's capacity to meet the growing demand forpotable water within the Victorville Water District, ensuring adequate supply to support residential, commercial, and industrial needs now and in the future.
