C. Eric Ray, Airport Director

Subject:

Notice of Completion for Runway 17/35 Reconstruction Phases IIIB and IV, Project #CCH23-111
Recommendation:

That the Southern California Logistics Airport Authority Board of Directors:
(1) approve the Notice of Completion for the Runway 17/35 Reconstruction Phases IIIB and IV, Project #CCH23-111; and
(2) authorize the Airport Director to execute the Notice of Completion.

Fiscal Impact:

This action will result in a fiscal impact of $69,790.64. A retention of five percent was withheld from each pay estimate during construction as per the construction agreement.

Upon Board approval of the Notice of Completion (“NOC”), the retention of $69,790.64 will be released thirty-five days after the NOC is recorded. This project was funded through Federal Aviation Administration (“FAA”) Grant and Airport Grant Match funds.

Funds are available as follows:

Funding Source Budget FY 2023-2024
457-20110-95092 FAA Grant #26 Fund $35,404.25
457-20110-95125 FAA Grant #32 Fund $30,947.75
450-20110-95125 SCLA Grant #32 Match Fund $3,438.64
Strategic Plan Goal:

Goal E. Invest in Infrastructure: This Project invested in airfield infrastructure and provided a permanent solution to an FAA identified safety issue by mitigating an aviation Hotspot, thus improving the safety of the airfield.

Background:

The Southern California Logistics Airport (“SCLA”) airfield consists of two commercial- length runways and eleven taxiways. One taxiway, known as Taxiway C2 (“C2”) prior to its removal as the main portion of Project #CCH23-111, was near the intersection of Runway 17/35 and 3/21 and was identified by the FAA as a Hotspot that needed to be mitigated. The FAA’s Hotspot determination was the result of the location and orientation of Taxiway C2, where a potential existed for a pilot on C2 to become disoriented and enter the wrong runway for takeoff, which could have had disastrous consequences.

Staff worked with a qualified engineering firm to identify a solution to mitigate the risks that were present because of the location of C2. Staff and qualified engineers determined that the complete removal of C2 would be the best course of action.

The SCLA receives grant funds from the Federal Aviation Administration (“FAA”) for improvement and maintenance of the airport via the FAA Airport Improvement Program.

Participation in the FAA Airport Improvement Program requires the SCLA to submit and update an Airport Capital Improvement Plan (“ACIP”) that includes capital improvement projects planned five years into the future. Qualified projects listed on the ACIP are assigned grant-funding priority by the FAA. The FAA then determines whether the project reflected in the grant application is necessary, eligible, and properly prioritized.

The FAA determined that the Runway 17/35 Reconstruction – Phase IIIB and IV, Project #CCH23-111 was necessary, eligible, and properly prioritized, and subsequently issued Grant Offer #3-06-0359-032-2023 (“Grant 32”) in the amount of $887,000 to fund the Project. Grant 32 required a match by the Airport of $98,556. Your Honorable Board of Directors ratified the acceptance of FAA Grant #3-06-0359-026-2020 (“Grant 26”) on September 1, 2020. Available funding from Grant 26 for the Project was $793,679. The summation of Grant 32, the remaining federal funds from Grant 26, and matching SCLA funds of up to $98,556 provided funding to finance the Project and all associated professional construction management services required to manage a project of this type.

On September 05, 2023, following a formal solicitation process, Your Honorable Southern California Logistics Airport Authority Board of Directors approved the award of a construction contract to Coffman Specialties, Inc., to complete Project #CCH23-111.

Construction commenced immediately following the issuance of the Notice to Proceed on November 20, 2023.

Discussion:

The removal of C2 required approximately 194,000 square feet of concrete and asphalt to be removed and crushed into aggregate base material to be used in future projects, thus providing significant future material cost savings. The concrete and asphalt was replaced with dirt stockpiled at the airport. Multiple airfield location signs that display location information to pilots and personnel that transit the airfield were removed or altered as part of the project. Airfield pavement markings were removed and reapplied.

Airfield lighting and electrical lines were rerouted and reconfigured. The entire project 2 2

was designed to comply with FAA requirements and since its completion, the Hotspot is now fully mitigated and will be removed from future FAA charts and publications.

The Project was substantially completed on February 29, 2024, and inspected to the satisfaction of staff, Burns & McDonnell Engineering Company, Inc. (contracted project engineer), and the FAA.

It is now the desire of staff to issue the Notice of Completion (“NOC”). Upon execution, the NOC will be filed with the San Bernardino County Recorder’s office to offer an opportunity for sub-contractors to make a claim for any work performed that remains unpaid. Thirty-five days after the NOC filing, should no claims be made, the SCLA will release payment of the retention currently held and owed to Coffman.

Therefore, staff recommends that Your Honorable Southern California Logistics Airport Authority Board of Directors approve the issuance of the Notice of Completion for Project #CCH23-111 and authorize the Airport Director to execute said Notice of Completion.

Staff remains available for any questions or comments you may have.
