Subject:

Agreement Between the County of San Bernardino and the City of Victorville for the New Police Station and Civic Plaza
Recommendation:

That the Honorable City Council:
(1) Adopt Resolution No. 24-056 authorizing a contract between the City of Victorville and San Bernardino County to receive funding in the amount not-to-exceed $3,700,000 for the new Police Station and Civic Plaza;
(2) Adopt Resolution No. 24-057, amending the annual budget for Fiscal Year 2024-2025; approving an increase in revenue and expenditures; and
(3) Authorize the City Manager to execute all documents to effectuate the contract.

Fiscal Impact:

The proposed action requires an additional appropriation of $3,700,000 in both revenues and expenditures to the City’s Fiscal Year 2024-2025 budget, as outlined in Resolution No. 24-057 (attachment B), to aid the City in its effort to construct a new Police Station and Civic Plaza. The final contract received from San Bernardino County was after the Fiscal Year 2024-2025 budget was approved; therefore, it requires amending the budget for the next Fiscal year.

Strategic Plan Goal:

This item aligns with Goal B, Public Safety, implementing public safety strategies to support a thriving and growing community.

Background:

On April 12, 2024, the County of San Bernardino (County), on behalf of San Bernardino County Supervisor Paul Cook’s office informed staff of potential allocations through the Board of Supervisors (Board) Discretionary Funding. The Board adopted a policy for the Priorities Program projects to help promote the vision of a complete County by 3 6
6 4
recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life, and meet the needs of the County’s residents. Projects under the District Specific Priorities Program are based on the District Board of Supervisors Discretionary Fund - District Specific Priorities Program approved on February 6, 2024.

Discussion:

The City of Victorville is in the process of designing a new Police Station and Civic Plaza at the Northwest corner of Civic Drive and Seneca Road. On April 2, 2024, the City Council approved the Purchase and Sale Agreement involving four vacant parcels totaling approximately +9.18 acres for the future Police Station and Civic Plaza and on May 13, 2024, successfully closed escrow acquiring said parcels. The next phase of this project is a new conceptual design that will build upon the previously developed program and conceptual plans followed by Phase 2 of the schematic design.

The contract with the County will allocate funds to the City in an amount not-to-exceed $3,700,000. Said funds are to be allocated to the City in the amount of $2,500,000 for land acquisition costs and $1,200,000 for Phase 1 Conceptual Design and Phase 2 Schematic Design costs related to the Police Station and Civic Plaza. In Section B.5 of the contract, the City is required to provide a 25% match or $925,000. The costs for this project will exceed the City’s match requirement and will be satisfied based on the overall project costs.

Measure P funded the acquisition costs for the parcels mentioned above and will fund Phases 1 and 2 of the project in the forthcoming months. Once Phases 1 and 2 are complete, the City will submit a final expenditure report to the County, and upon approval from the County, the City will receive one lump sum payment to reimburse the Measure P fund.

Staff recommends that the Honorable City Council adopt Resolution No. 24-056 authorizing a contract between the City of Victorville and San Bernardino County to receive funding in the amount not-to-exceed $3,700,000 for the new Police Station and Civic Plaza, adopt Resolution No. 24-057, amending the annual budget for Fiscal Year 2024-2025; approving an increase in revenue and expenditures and authorize the City Manager to execute all documents to effectuate the contract. Staff remains available for any questions or comments you may have.
