Notice of Completion – Pressure Reducing Valve at Mojave Drive and Amethyst Road Recommendation:
That the Honorable Board of Directors accept as complete and approve the Notice of Completion for Pressure Reducing Valve at Mojave Drive and Amethyst Road and authorize the City Manager to execute the Notice of Completion.
Fiscal Impact:
There is no fiscal impact associated with this item. Retention in the amount of five percent was withheld from each pay estimate during construction. Retention will be released after Board of Directors approval and the recordation of the Notice of Completion. The retention account number, account description, and amount withheld are shown in the table below:

Strategic Plan Goal:
This project aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. The project added critical redundancy through the installation of a second feed to the potable water system at Southern California Logistics Airport (SCLA).
Background:
On November 7, 2023, the Board of Directors awarded a construction contract to Kirtley Construction, Inc. dba TK Construction, in the amount of $365,600.00, for PRV at Mojave and Amethyst. The contract was awarded for the installation of a Pressure Reducing Valve (PRV) at the intersection of Mojave Drive and Amethyst Road. 3 7

Discussion:
The project was completed at a final contract price of $342,261.99. The final inspection occurred on July 22, 2024 when the project was substantially completed. The one-year warranty on the improvements began the date the work was accepted as substantially complete. Per California Public Contract Code §7107(c), within 60 days after the recordation of the Notice of Completion, the City can release the final retention funds withheld on this project, provided there are no claims or unreleased liens against the contract.
Staff recommends that the Honorable Board of Directors accept as complete and approve the Notice of Completion for the PRV at Mojave Drive and Amethyst Road and authorize the City Manager to execute the Notice of Completion.
