Satisfaction and Release of Lien for Parcel Map No. 15357 Recommendation:
That the Honorable City Council:
(1) Approve the release of the Land Division Improvement Construction Agreement for Parcel Map No. 15357 Parcels 1 through 16; and
(2) Approve the release of the Utility Undergrounding Suspension agreement for Parcel Map No. 15357 Parcels 1 through 16.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Parcel Map No. 15357, which includes Parcels 1-16, is located at the southwest corner of Bear Valley Road and Amargosa Road recorded on October 26, 1999. The Michel Dunia Revocable Trust entered into agreements with the City of Victorville. Those agreements being a Land Division Improvement Construction Agreement and the Utility Undergrounding Suspension Agreement which were recorded on October 19, 1999. The overhead utilities were undergrounded, and the street improvements were completed when Dunia Plaza developed in the early 2000s.

Discussion:
Due to the improvements specified in the Land Division Improvements Construction Agreements and Utility Undergrounding Suspension agreements were completed in 2012, the property owner has requested the agreements be released at this time.
Staff remains available for any questions Council may have.
