That the Honorable Victorville Water District Board of Directors approve the Consultant/Professional Services Provider Agreement with Woodard & Curran, Inc., for Preliminary Design Services of the IWWTP Expansion, in the amount of $1,818,018.00 for completing 30% design services.

Fiscal Impact:

This action will result in a fiscal impact of $1,818,018.00. This project will be funded entirely from Fund No. 412, the Wastewater Treatment Plant Fund. The project budget has an available balance of $2,099,236.34. No additional appropriation is required.

Budget Account Number:
4120710-55060-74474 $1,818,018.00
Strategic Plan Goal:

This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. The IWWTP expansion will allow the City of Victorville to continue development growth within Service Area B and allow the City to produce high-quality treated water that meets California's Title 22 requirements. 3 7

Background:

The City operates an IWWTP that processes both Industrial and Sewer wastewater. This plant is located at the Southern California Logistics Airport (SCLA). The IWWTP was constructed in 2010 to meet the demands of growing commercial development.

The City has two sanitary sewer service areas: Service Area A for Victor Valley Wastewater Authority (VVWRA) and Service Area B for the IWWTP (Attachment A).

Approximately 40% of the City’s sewer influent flows to IWWTP, the remaining 60% of sewer influent flows are sent to VVWRA. IWWTP currently treats approximately 2.0 million gallons per day (MGD) of wastewater. IWWTP is unique in that it has a dedicated industrial influent line. The industrial flows are approximately 10% of the total influent flows, with the Keurig-Dr. Pepper bottling plant being the primary generator of the influent.

IWWTP is currently operating at 90% capacity for sewer influent and the City’s projected growth in residential, commercial, and industrial developments will necessitate expansion of the existing plant capacity.

The City also owns, operates, and maintains an expanding reclaimed water system with reclaimed water provided from IWWTP and VVWRA. The largest reclaimed water customer is the High Desert Power Plant (HDPP), which uses approximately 0.75 MGD to 1.2 MGD for their cooling towers (depending on the climate and demand). A reclaimed water master plan is currently under development.

Additionally, the City is also interested in evaluating the operation of IWWTP to further reduce the total dissolved solids (TDS) in the effluent (discharged treated water). To accomplish this, the selected consultant shall review existing treatment plant operations, specifically the grit removal system and screening process, to determine limits of replacement or upgrades to the screening system and make a recommendation to the City for options to move forward. Overall, the selected consultant will be tasked with analyzing the entire influent/effluent process.

The goal for the expanded IWWTP is to meet the increased treatment demands, while continuing to produce high-quality treated water that meets California's Title 22 requirements. This water can be used for irrigation, construction, dust control, and several other beneficial uses that reduce the need for potable (drinking) quality water.

Discussion:

On April 11, 2024, a Request for Proposals (RFP) was advertised for the required capacity expansion project of the City of Victorville’s IWWTP. The RFP was distributed via email to four prospective consultants and was also posted on the City of Victorville’s website.

Bid proposals were due back to the City’s Purchasing Division by 2:00 p.m. on May 22, 2024. The City received two (2) proposals for consideration:
•Water System Consulting, Ontario, CA
•Woodard & Curran, Inc., Los Angeles, CA

A selection committee, composed of staff from both the Engineering and Public Works & Water Departments, was identified at the onset of the selection process. The committee meticulously reviewed each written proposal submitted by the consultants to ensure compliance with the RFP requirements. These proposals were ranked according to the criteria specified in the RFP. The initial ranking revealed a near tie between the two consultants.

As a result, both consultants were invited to deliver live presentations (or interviews) to the selection committee and select members of the City’s Executive Team. The final decision was made based on the combined evaluation of the written proposals and the interviews. The selected consultant, Woodard & Curran, Inc., was chosen based on demonstrated competence and professional qualifications to provide the requested services, with cost not being a factor in the selection process.

This procedure adheres to Victorville Municipal Code (VMC) §2.28.280, "Award of consultant/professional services contracts based upon competence," specifically subsection (d), "Formal RFP/Q solicitation process."
Staff recommends that the Board of Directors approve the Consultant/Professional Services Provider Agreement with Woodard & Curran, Inc. in an amount not to exceed of $1,818,018.00 for Preliminary Design Services of the IWWTP Expansion.

Staff remains available for any questions the Board may have.
