Background:

At the September 3, 2024, Regular City Council Meeting, Council designated Council Member Jones as the voting delegate and Mayor Pro Tem Harriman as the alternate for the Cal Cities 2024 Annual Conference currently scheduled for Wednesday, October 16 through Friday, October 18, 2024, in Long Beach, California. The Annual Conference presents an opportunity for city officials to attend informative sessions, learn about the challenges that California’s cities face, collaborate on solutions, and celebrate the accomplishments of Cal Cities and member jurisdictions. The Annual Business Meeting occurs during the General Assembly on Friday, October 18, where member cities take action on conference resolutions. Resolutions serve as policy guidance for Cal Cities and are meant to improve the quality, responsiveness, and vitality of local government in California.

Discussion:

Per Cal Cities bylaws, proposed resolutions are referred to an appropriate policy committee for review and recommendation as well as the General Resolutions Committee before being presented to the General Assembly for a vote. Three (3) policy committees will meet virtually one (1) week prior to the Annual Conference to consider and take action on the resolution, followed by a meeting of the General Resolutions Committee on Thursday, October 17 to consider the reports of the policy committees. Cal Cities encourages each City Council to consider the proposed resolution, determine a city position, and direct the appointed voting delegate to represent the City accordingly at the General Assembly, which will convene on Friday, October 18, 2024, at 8:30 a.m. Each member city has the right to cast one vote per resolution.

The City of Victorville is an active member of Cal Cities and utilizes the Annual Conference to advocate on behalf of the community. It is vital that the City of Victorville be represented at the Annual Business Meeting and cast a vote on the proposed resolution in accordance with City Council direction. This year, one (1) resolution has been submitted for consideration along with background materials, supporting letters, and analyses attached hereto for your reference as “Attachment A”.

The resolution being considered by the General Assembly is as follows:
“A Resolution of the General Assembly of the League of California Cities calling for the California Legislature to enact laws that ensure that “What applies to one, applies to All” in the Fair and Equal Treatment of All Governmental Officials at All Levels in the State of California.” Support of the above resolution, would direct the League to call upon the Governor and elected members of the California Legislature, including all members of the Senate and Assembly to adopt the following policy:
“The California State Legislature shall not enact, and the Governor shall not sign into law, any law or regulation that applies solely to elected officials of California cities and counties, unless such law or regulation also applies equally to members of the California State Assembly and Senate. This prohibition shall not apply to laws or regulations affecting the inherent powers of the legislative branch under the California Constitution.” It is recommended that Your Honorable City Council direct the voting delegate to support the above resolution at the General Assembly Meeting.
