Consideration of proposed City Council Resolution No. 24-020 adopting revisions to the City of Victorville City Council Policy and Procedures Manual Recommendation:
That the Honorable City Council:
(1) Review and Consider the Proposed Revised City Council Policy and Procedures Manual; and
(2) Adopt Resolution No. 24-020 Approving the Proposed Revised Council Policy and Procedures Manual.

There is no fiscal impact associated with this action.

Background:
The City Council Policy and Procedures Manual (the “Policy Manual”) was originally adopted on October 3, 2017 and subsequently revised by further resolutions on September 4, 2018; October 1, 2019; June 23, 2020; March 16, 2021; May 17, 2022; October 4, 2022; March 7, 2023; March 21, 2023; April 4, 2023; May 16, 2023; and December 19, 2023.
Discussion:
At the March 19, 2024 City Council meeting, a draft of the Policy Manual was presented to the City Council which had certain proposed revisions that were being suggested by the City Council, the City Attorney, and City staff. At that time, the City Council raised concerns as to some of the proposed revisions and decided that it would be better to 3 7

schedule a workshop with an outside consultant to review the Policy Manual and discuss possible revisions. Accordingly, at the City Council workshop held on June 6, 2024, the City Council reviewed the revisions to the Policy Manual presented at the March 19, 2024 meeting and came to a consensus on the revisions to include suggested changes that improve and enhance the effectiveness of the Policy Manual.
At the workshop, the City Attorney along with the City Manager and City Clerk, were directed to draft revisions consistent with Council direction (see Attachment C which is a copy of the transcript from the June 6, 2024 workshop). It was further determined that the City Attorney would be proposing new Policy Manual language consistent with Council’s direction. This language can be seen in the redlined version of the proposed revised City Council Policy and Procedures Manual (Attachment B).
Should the City Council determine that said redlined changes are acceptable and consistent with the direction so provided, adoption of Resolution No. 24-020 and the clean revised version of the City Council Policy and Procedures Manual attached thereto (Attachment A) is recommended. Any decision as to whether these revisions are acceptable and/or should be adopted is at the discretion of the City Council.
