Strategic Plan Goal:

This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.

Background:

Tract Map No. 16463 consists of 81 single-family lots and is located southwest of the intersection of Tawney Ridge Lane and Cobalt Road. On April 20, 2021, the City Council approved a Subdivision Improvement Agreement (SIA), secured by a Lien Agreement with the Developer D.R. Horton Los Angeles Holding Company, Inc. (D.R. Horton).

Following the attainment of all required jurisdictional permits for the channel improvements, the City Council released the Lien Agreement on March 15, 2022, and accepted improvement bonds as security. The approved SIA outlined various responsibilities for the completion of Tract 16463, including Drainage, Landscaping 3 7

Maintenance Assessment District (LMAD), Monumentation, Water, Sewer, and Streets Public Improvements.

Discussion:

The Developer has completed the Drainage and Landscaping Maintenance Assessment District (LMAD) Public Improvements and was placed on a 90-Day Plant Establishment maintenance period which ended on May 16, 2024. It is recommended that an additional 20%, totaling an overall 80% reduction of the Drainage and Landscaping Maintenance Assessment District (LMAD), Faithful Performance securities be released and that the City Council accept the completed Drainage and Landscaping Maintenance Assessment District (LMAD) Public Improvements. Per Victorville Municipal Code Section

17.64.070(4), the remaining 20% of the Faithful Performance Securities are to be held for a one-year warranty period and the Labor & Materials Securities will be held for a 6-month period.

Staff remains available for any questions Council may have.
