Subject:

Reduction of Securities for Tract Map No. 16828
Recommendation:

That the Honorable City Council:
(1) Approve an 80% reduction of the Street Public Improvement Faithful Performance Security for Tract Map No. 16828; and
(2) Accept the completed Street Public Improvements.

Fiscal Impact:

There is no fiscal impact associated with this item.

Strategic Plan Goal:

This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.

Background:

Tract Map No. 16828 (Tract 16828) encompasses a residential area with 40 lots, located at the northwest corner of Cordova Road and Tawney Ridge Lane. The conditions of approval for the tract required the Developer to complete various infrastructure components, including the Monumentation, Water, Sewer, and Streets Public Improvements. On September 14, 2021, the City Council approved a Subdivision Improvement Agreement (SIA) secured by improvement securities with FH II, LLC, a California Limited Liability Company, also known as Frontier Homes for the development of the tract. Since then, Frontier Homes has been progressing with the development of Tract 16828.

Discussion:

The Developer has completed the Street Public Improvements for Tract 16828.

Therefore, staff recommends that the City Council approve an 80% reduction in the Faithful Performance Security in accordance with Victorville Municipal Code (VMC) Section 17.64.070(1) and accept the completed Street Public Improvements.

Per VMC Section 17.64.070(4), the remaining 20% of the Faithful Performance Securities are to be held for a one-year warranty period and the Labor & Materials Securities will be held for a 6-month period.

Staff remains available for any questions Council may have.
