Discussion:
The project was completed satisfactorily at a final contract price of $146,842.45. The final inspection occurred on August 16, 2024, which is when the project was substantially completed. The one-year warranty on the improvements began the date the work was accepted as substantially complete. Per California Public Contract Code § 7107(c), within 60 days after the recordation of the Notice of Completion, the District can release the final retention funds withheld on this project, provided there are no claims or unreleased liens against the contract.
Staff recommends that the Board of Directors accept as complete and approve the Notice of Completion for Mojave Drive and Village Drive Pipeline Repair Project and authorize the City Manager to execute the Notice of Completion.
Staff is available for any questions the Board may have.

Reduction of Securities for street improvements associated with a fueling station located at the northwest corner of Bear Valley Road and Tamarisk Road Recommendation:
That the Honorable City Council approve the full release of the Faithful Performance Security for street improvements associated with a fueling station located at the northwest corner of Bear Valley Road and Tamarisk Road.
Fiscal Impact:
There is no fiscal impact associated with this item.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Case Nos. BLDC21-00070/EROW21-00182 are for a fueling station with a convenience store and carwash located at the northwest corner of Bear Valley Road and Tamarisk Road. The developer, Boos - UP Bear Valley, LLC., was required to complete street improvements per the conditions of approval. As a public improvement, the developer provided bonds as security for the required pavement widening, curb & gutter and sidewalk construction on Tamarisk Road, and a traffic signal modification at the intersection.
During the regular City Council meeting held on August 15, 2023, the City Council approved an 80% reduction in the Street Faithful Performance Security. Additionally, they 3 8
0 2
accepted the recently completed street improvements for case Nos. BLDC21- 00070/EROW21-00182.
Discussion:
Per Victorville Municipal Code Section 17.64.070(4), the remaining 20% of the Faithful Performance security are to be held for a one-year warranty period. Therefore, staff recommends the full release of the Street Public Improvements Faithful Performance securities due to the acceptance taking place at the August 15, 2023, regular City Council meeting and there are no open warranty items.
Staff is available to answer any questions Council may have.

SETTING THE NEW MAXIMUM MONTHLY SALARY FOR
VICTORVILLE CITY COUNCIL MEMBERS BASED UPON CURRENT
POPULATION AND PROVIDING FOR FUTURE ADJUSTMENTS IN
SAID SALARIES PURSUANT TO SENATE BILL 329
WHEREAS, California Government Code Section 36516 (“ Section 36516”) previously authorized a city council to enact an ordinance to provide each member of a city council a salary based upon the population of the city (which amounts were set forth in said Section in 1984) and to further increase said salary by ordinance or by an amendment to an ordinance ; provided, however, that the amount of the increase did not exceed an amount equal to five percent (5%) for each calendar year from the operative date of the last adjustment of the salary; and WHEREAS, Section 36516 further provided that a city’s population for purposes of such salary increases would be determined by the last preceding federal census, or a subsequent census, or estimate validated by the Department of Finance; and WHEREAS, in accordance with the previous version of Section 36516 and based upon the City of Victorville’s population in 1993 (which was between 50,000 and 75,000) , the City Council of the City of Victorville (the “City Council”) adopted an ordinance which provided for a monthly salary of five hundred dollars ($500) to be paid to members of the City Council and subsequently amended said ordinance to permit the five percent (5%) calendar year increases and further adopted amendments to said ordinance to implement such salary increases; and WHEREAS, California Government Code Section 36516.5 (“Section 36516.5”) prohibits an adjustment in salary during a city council member’s term of office, but permits such adjustment in the salary of all city council members serving staggered terms to take effect when at least one city council member commences a new term; and
WHEREAS, the City Council members serve staggered terms, and the operative date of the last adjustment in City Council salary occurred in December 2022, after certain City Council members commenced a new term, and the adjustment was an increase to an amount equaling One Thousand Two Hundred Dollars ($1,200.00) per month; and WHEREAS, to account for inflation, Section 36516 was amended by Senate Bill (SB) 329 effective January 1, 2024; and
WHEREAS, Section 36516 now provides for: (1) new maximum monthly salary amounts for members of city councils based on city population; and (2) subsequent increases to such population-based salaries, provided such population- based salary amounts and subsequent increases are adopted by an ordinance or an amendment to an ordinance which includes findings demonstrating the need for a salary increase; and
WHEREAS, Subsection (a)(2) (D) of Section 36516 now specifies that i n cities having over 75,000 up to and including 150,000 in population, said monthly maximum city council salary may be set by ordinance in an amount up to and including one thousand nine hundred dollars ($1,900) per month; and
WHEREAS, pursuant to the last preceding federal (2020) census, the population of the City of Victorville (the “City”) was 134,810; and
WHEREAS, the City Council members serve staggered terms and at least three members shall commence a new term in December 2024, following the certification of the November 5, 2024 election results and the swearing in of such new members at a meeting held to be held in December 2024 specifically for that purpose; and
WHEREAS, the City Council finds that the cost of living has increased significantly since the last salary increase, including, but not limited to, such things as the cost of housing, the cost of gasoline and energy, the cost of food and services along with everyday household items, all of which have contributed to inflation rates that have hit 40 year highs and which has led to economic challenges for the City’s residents, including Council m embers and which, in the case of council members, many of whom do not have full time jobs, can be mitigated to a small extent by and increase in City Council monthly compensation; and
WHEREAS, based upon such findings, the City Council finds it necessary and proper to adopt this Ordinance to increase by means of an amendment to Victorville Municipal Code (“VMC”) Section 2.16.020, the amount of salary received by members of the City Council, in accordance with revised Section 36516, which amount shall be One Thousand Nine Hundred Dollars ($1,900.00) per month, such increase to be effective only on or after the date such new City Council members assume office in December following certific ation of the November 2024 general municipal election results; and
WHEREAS, as amended by SB 329, Section 36516 now provides an additional method by which future adjustments to the population-based salary of city council members may be made; and
WHEREAS, the current version of VMC Section 2.16.030 only provides that any increase in salary cannot exceed an amount equal to five percent (5%) for each calendar year from the operative date of the last adjustment of the salary; and WHEREAS, the City Council further deems it desirable to adopt this Ordinance to amend VMC Section 2.16.030 to include the additional method for making future adjustments to the City Council salary.

Staff appreciates KB Homes being a great development partner. These roads were completed by the prior developer 18 years ago and needed to be resurfaced.

Subject:
Establish a Four-Way Stop Control for the Intersection of Dos Palmas Road and Mesa Linda Avenue
Recommendation:
That the Honorable City Council approve Resolution No. 24-088, establishing a four-way stop control for the intersection of Dos Palmas Road and Mesa Linda Avenue.
Fiscal Impact:
There will be no fiscal impact resulting from the recommended action.
Strategic Plan Goal:
This item aligns with “Goal B – Public Safety” in the City of Victorville Strategic Plan 2023- 2026. Establishing a four-way stop controlled intersection at Dos Palmas Road and Mesa Linda Avenue aims to enhance public safety to support a thriving and growing community.
Background:
Stop signs are a stop control device that require motorists to come to a complete stop to make sure an intersection is safely clear of other vehicular traffic or pedestrians before passing through the intersection. A multi-way stop control such as a 4-way stop sign is a useful safety measure at intersections when certain traffic conditions exist. In the California Manual on Uniform Traffic Control Devices (CA MUTCD) Section 2B.07 Multi- Way Stop Applications, a warrant methodology is outlined based upon the use of an engineering study to justify the installation of a multi-way stop.
Condition A of the CA MUTCD guidance justifies installation of a multi-way stop control as an interim measure where arrangements are being made for construction of a traffic signal. Condition B of the guidance further justifies the installation of a multi-way stop control if crashes exceed a specified amount in a short-term period and are considered correctable through the installation of a multi-way stop control. Condition C lists a 3 8
0 3
threshold where vehicle traffic from each road exceeds specific minimum volumes per hour over an eight-hour period. Lastly, Condition D specifies that where no single criterion of A, B, and C are satisfied, but where the crash experience warrant and minimum values warrant are met to 80 percent of the minimum values, a multi-way stop is justified. Any one of the four warrants must be satisfied to justify the installation of multi-way stop control devices.
The California Vehicle Code Section 21352 and 21355, allows local authorities to erect and maintain any stop sign when determined necessary for the public safety and the orderly and efficient use of the roadway by the public.
Discussion:
Engineering Staff had previously conducted traffic studies for a multi-way stop control at Dos Palmas Road and Mesa Linda Ave; however, previous traffic conditions did not meet the requirements for a multi-way stop control.
Upon recent concerns from residents regarding increased traffic volume due to adjacent development, Staff conducted another traffic study at the intersection of Dos Palmas Road and Mesa Linda Avenue. Subsequently, Staff determined that a multi-way stop control was warranted under Section 2B.07 Multi-Way Stop Applications Condition C.
Pursuant to Section 12.40.010 and 12.40.030 of the Victorville Municipal Code, staff recommends that the City Council adopt Resolution No. 24-088 to establish a four-way stop control at the intersection of Dos Palmas Road and Mesa Linda Avenue.
Staff is available for any questions Council may have.

Submitted By:
C. Eric Ray, Airport Director
Subject:
Purchase of Tractor with Mower Attachment
Recommendation:
That the Southern California Logistics Airport Authority (“SCLAA”) Board of Directors:
Approve the purchase of a John Deere 5095M Utility Tractor with an Alamo Falcon 10 (mower attachment) in the amount of $127,598.90.
Fiscal Impact:
This action will result in the expenditure of $127,598.90 from budgeted Airport Operations fund 450. The John Deere 5095M Utility Tractor will cost $76,797.66 and the Alamo Falcon 10 will cost $50,801.24, both of which are priced less than the current budget for each item. The budget for each item is as follows:
Fund Current Budget
4500125-55045-95138 Tractor $88,000
4500125-55045-95132 Mower $55,000
Total $143,000
Strategic Plan Goal:
Goal E - Invest in Infrastructure. This equipment will allow Airport staff to efficiently maintain existing property.
Background:
The Southern California Logistics Airport Authority (“SCLAA”) currently owns a 2003 Kubota tractor with a mower attachment, that is becoming less reliable and more costly to repair due to many hours of service over its 21-year life. Recently, the transmission started exhibiting signs of impending failure and staff received a repair estimate of over $10,000, which was not approved because of the high cost and the age of the equipment. 3 8
1 0
The 2003 Kubota tractor and mower is used to assist with mowing duties for over 1,000 acres of airfield areas and certain Off-Airport properties. Due to its age and diminutive size, it is slow and requires an inordinate amount of maintenance to remain operational.
Consequently, it takes staff several months each year to keep the airfield properly mowed.
In all seasons, but particularly when rainfall is abundant, Airport staff needs reliable equipment that can quickly mow the large acreage of vegetation.
Discussion:
The proposed equipment purchase would replace a 2003 Kubota Tractor and its aged mower attachment. The replacement equipment, a John Deere 5095M Utility Tractor with an Alamo Falcon 10 mower attachment, will ensure staff has reliable and operable equipment to support its maintenance activities. Additionally, staff anticipates cost savings derived from reduced maintenance cost and productivity gains. Specifically, the existing Kubota tractor pulling the existing aged mower yields a mowing rate of only 7 acres per hour at peak performance, which it rarely achieves due to age related issues, whereas a modern tractor and mower combination will be capable of mowing at least 8 acres per hour on its first day at the Airport.
To facilitate the procurement of this much needed equipment, the purchase of the tractor/mower is proposed through RDO Equipment Company (RDO), a distributor for John Deere, and a participant in the cooperative agreement program called Sourcewell.
Sourcewell is a public agency that serves as a member-focused cooperative and offers a multitude of cooperatively contracted specialized products and equipment to government entities. Per Municipal Code §2.28.120 “Purchases of supplies and equipment through cooperative purchasing arrangements” allows for the procurement of equipment directly from vendors engaged in a cooperative agreement program without further solicitation. Sourcewell offers its members contract purchasing solutions that are leveraged nationally to enable contracted suppliers and member agencies to work smarter and more efficiently, while streamlining the required purchasing process.
The Sourcewell contract fulfills the competitive bidding requirements, thus providing significant savings. The proposed equipment replacements will benefit the Airport by offering: increased reliability; environmental compliance; improved productivity; and significantly lower maintenance and operational costs. Staff has carefully reviewed the quotes and determined that RDO and John Deere have provided fair offers and are capable of ensuring the equipment specifications will be met. Therefore, staff is requesting the Southern California Logistics Airport Authority Board of Directors approve the purchase of the tractor/mower in the amount totaling $127,598.90, from RDO Equipment Company and John Deere.
Staff remains available for any questions or comments you may have.
