Submitted By:
Fredy Bonilla, City Engineer
Subject:
Establish a Four-Way Stop Control for the Intersection of Dos Palmas Road and Mesa Linda Avenue
Recommendation:
That the Honorable City Council approve Resolution No. 24-088, establishing a four-way stop control for the intersection of Dos Palmas Road and Mesa Linda Avenue.
Fiscal Impact:
There will be no fiscal impact resulting from the recommended action.
Strategic Plan Goal:
This item aligns with “Goal B – Public Safety” in the City of Victorville Strategic Plan 2023- 2026. Establishing a four-way stop controlled intersection at Dos Palmas Road and Mesa Linda Avenue aims to enhance public safety to support a thriving and growing community.
Background:
Stop signs are a stop control device that require motorists to come to a complete stop to make sure an intersection is safely clear of other vehicular traffic or pedestrians before passing through the intersection. A multi-way stop control such as a 4-way stop sign is a useful safety measure at intersections when certain traffic conditions exist. In the California Manual on Uniform Traffic Control Devices (CA MUTCD) Section 2B.07 Multi- Way Stop Applications, a warrant methodology is outlined based upon the use of an engineering study to justify the installation of a multi-way stop.
Condition A of the CA MUTCD guidance justifies installation of a multi-way stop control as an interim measure where arrangements are being made for construction of a traffic signal. Condition B of the guidance further justifies the installation of a multi-way stop control if crashes exceed a specified amount in a short-term period and are considered correctable through the installation of a multi-way stop control. Condition C lists a 3 8
0 3
threshold where vehicle traffic from each road exceeds specific minimum volumes per hour over an eight-hour period. Lastly, Condition D specifies that where no single criterion of A, B, and C are satisfied, but where the crash experience warrant and minimum values warrant are met to 80 percent of the minimum values, a multi-way stop is justified. Any one of the four warrants must be satisfied to justify the installation of multi-way stop control devices.
The California Vehicle Code Section 21352 and 21355, allows local authorities to erect and maintain any stop sign when determined necessary for the public safety and the orderly and efficient use of the roadway by the public.
Discussion:
Engineering Staff had previously conducted traffic studies for a multi-way stop control at Dos Palmas Road and Mesa Linda Ave; however, previous traffic conditions did not meet the requirements for a multi-way stop control.
Upon recent concerns from residents regarding increased traffic volume due to adjacent development, Staff conducted another traffic study at the intersection of Dos Palmas Road and Mesa Linda Avenue. Subsequently, Staff determined that a multi-way stop control was warranted under Section 2B.07 Multi-Way Stop Applications Condition C.
Pursuant to Section 12.40.010 and 12.40.030 of the Victorville Municipal Code, staff recommends that the City Council adopt Resolution No. 24-088 to establish a four-way stop control at the intersection of Dos Palmas Road and Mesa Linda Avenue.
Staff is available for any questions Council may have.
